This is a pre-solicitation announcement for the Department of Veterans Affairs, VA Medical Center, located in Salisbury, NC. A Request for Proposal (RFP) will be issued on this Federal Business Opportunities (www.fbo.gov) website on or about April 17, 208 for construction project no. 659-16-101 entitled "Correct Operating Room Deficiencies" at the H.G. Bill Hefner VA Medical Center, 1601 Brenner Ave Salisbury, NC 28144.

SOLICITATION NOTICE OF TIERED EVALUATIONS
This procurement is set-aside based on an order of priority as established in 38 U.S.C 8127.
TIERED EVALUATIONS INCLUDING SMALL BUSINESS CONCERNS: This solicitation is being issued as tiered evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns; (3) small business concerns with HUBZone small business concerns and 8(a) participants having priority. If award cannot be made, the solicitation will be cancelled and the requirement resolicited.

The VA is seeking a qualified Contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish, the work as provided in the contract documents, plans, and specifications, a summary of which is provided below:
Correct Operating Room Deficiencies - VA Project No.: 659-16-101
This project will renovate 15,000 square feet to primarily correct deficiencies related directly to the insufficient size of our operating rooms, number and the configuration of our operating room suite. In addition to the problems stemming from the lack of adequate operating room size and number we have a significant problem with adequate storage space for supplies and equipment and staff spaces. The V6 Chief Medical Officer and Chief, Surgery and our VISN Executives have assessed our operating room suites, evaluated numerous options, and realized that the best solution to improve our operating rooms is to create new operating rooms in a separate location immediately adjacent to and above to our Post Anesthesia Care Unit (PACU) and current Operating Rooms. This project will incorporate new operating room space at the 5th floor level by renovating existing space. There will be new and enlarged multipurpose (hybrid) operating rooms that are to replace existing operating rooms that do not meet standards. Adequate support spaces will also be included to enhance the available equipment storage and support service spaces. The current nurse station is to be re-designed. We will rectify FCA issues for architectural, electrical and plumbing. Finally, we will also improve energy efficiencies and install vertical transport systems to correct OR and SPS interaction deficiencies.
Perform all work without disruption to Medical Center operations. Normal administrative hours: 8:00 a.m. - 4:30 p.m. Monday thru Friday (Excluding Federal Holidays). Normal working hours shall be between 7:00 a.m. 5:00 p.m. Authorization to work other than normal working hours will be requested in advance for evaluation and approval by the COR and Contracting.
Period of Performance: Five Hundred Forty (540) calendar days.
The North American Industry Classification Code (NAICS) for this procurement is 236220 Commercial and Institutional Building Construction and size standard $36.5 million applies. In accordance with VAAR 836.204, disclosure of the magnitude of this construction project is between $5,000,000 and $10,000,000. The Government intends to award a Firm Fixed Price Contract within 120 days from bid receipt date. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation via FBO.
As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various RFP documents, specifications, forms, and drawings will be available for download at no charge only from the FBO website on or about April 17, 2018, with a due date to be specified in the solicitation. Further details of all dates and events, including site visit and RFP due date, will be available in the solicitation. FBO is the only website where official RFP documents will be made available.
All interested offers (prime contractors & subcontractors) should register at FBO so that others will know of your interest in participating in this procurement. An Offeror's list is not maintained nor distributed by the Contracting Officer, as it is the offeror's responsibility to register at the FBO website. Offerors are advised that they are responsible for obtaining all bid documents and acknowledging any amendments, and should re-visit the FBO website periodically to check for any changes to this announcement or pending solicitation. Prospective contractors shall complete electronic annual representations and shall be registered in the System for Award Management (SAM) at http://www.sam.gov, shall be verified in the Vetbiz Registry Information Pages prior to submitting an offer, and shall have on file a current and complete VETS4212 report at http://www.dol.gov/vets/vets-100.html (if applicable).
