THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.
This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP), Invitation for Bids (IFB) or a promise to issue an RFP/IFB. Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission. This RFI does not commit the Government to a contract for any supply or service.
The Department of the Veterans Affairs (VA) is not at this time seeking proposals of bids. In accordance with FAR 15.201(e), responses to this RFI notice are not offers and cannot be accepted by the Government to form a binding contract.

Respondents are advised that the Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party s expense. Not responding to this RFI does not preclude participation in any future RFP or IFB.
If a solicitation is released, it will be via the Government Wide Point of Entry (GPE) at (http://www.fedbizopps.gov). It is the responsibility of the potential offerors/bidders to monitor the fedbizopps website for any information that may pertain to this RFI.
All submissions will become the property of the Government and will not be returned. The information provided may be utilized by the VA in developing its acquisition strategy, its Statement of Objectives/Work.

VA Illiana Healthcare System (VAIHCS), Danville, IL seeks a contractor to provide all Labor, Materials, Equipment, Management and Supervision, and all other resources necessary to perform per Project 550-17-102 plans and specifications Boiler Safety Corrections. The Scope of the project is to correct deficiencies at the VA Illiana Healthcare System (VAIHCS), Danville, IL buildings 211, 212, 214 and 216 boiler plants. The Contractor shall perform to the standards of the awarded contract as outlined in the Statement of Work as well as all applicable Local, State and Federal laws and regulations.
The anticipated contract Period of Performance shall be for one hundred twenty-six (126) calendar days after receiving the Notice to Proceed.
The North American Industry Classification Code (NAICS) for the procurement shall be 238220;
The Small Business Administration (SBA) size determination for the procurement is $15 million;
The Construction Magnitude for the procurement is between $500,000 and $1,000,000.

In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, pursuant to 38 USC 8127(d), this procurement is 100% Set-Aside for Veteran-Owned Small-Business, (VOSB) firms. The VOSB must be verified in http://www.vip.vetbiz.gov, to be eligible to submit a bid under this acquisition. Firms must also have current registrations with the System for Award Management (SAM) at www.sam.gov and Vets 100 at http://www.dol.gov/vets/vets-100.html to be eligible for award.

ONLY ONE CONTRACT WILL BE AWARDED IN RESPONE TO THE SOLICITATION.

Company s / firm socioeconomic statue (SDVOSB, VOSB, WOSB, SB, etc.,);

Please do not submit a price quote as this request is for market research/informational purposes only. The purpose is to identify potential contractors that can provide Boiler Safety Corrections services.

NOTICE TO POTENTIAL OFFERORS: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) website, located on at www.sam.gov.

It is desirable that interested firms complete their business Online Representations and Certifications Application (ORCA).

All contractors must be registered with the System for Award Management (SAM) at https://www.sam.gov.
Any contractor that believes they are capable and desires to claim preference for small business status must be registered with the SBA and meet the requirements of FAR 19.102.
Any contractor that believes they are capable and desires to claim preference for veteran owned small business status must be registered with the Vendor Information Pages (VIP) at https://www.vip.vetbiz.gov as an SDVOSB or VOSB.
As authorized by FAR 5.102 Availability of solicitations, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will only be available for download at no charge at the Federal Business Opportunities (FBO) website (http://www.fbo.gov). Further details of all dates and events will be available in the solicitation. No other site shall be used to obtain these documents.
