Corps of Engineers Financial Management System (CEFMS) Maintenance
This is a presolicitation notice for the Humphreys Engineer Center Support Activity (HESCA), in support of the United States Army Corps of Engineers Finance Center (UFC) located at 5722 Integrity Drive, Millington, TN 38054-5005.
The purpose of this acquisition is to provide the US Army Corps of Engineers (USACE) Finance Center (UFC) with technical and management services to maintain CEFMS. CEFMS is the enterprise system utilized for performing all financial management business processes and accounting transactions within the UASCE. CEFMS has over 70 areas of functionality and consists of approximately 62 Field Operating Activity (FOA) production databases and 15 development/testing databases. This requirement is for the ongoing maintenance and enhancement, as necessary, of the CEFMS system.
The government intends to award a single, Indefinite Quantity/Indefinite Delivery (IDIQ) Firm-Fixed-Priced (FFP) commercial contract based on the subjective tradeoff process. The period of performance for this requirement will be a 12-month base year and four (4) 12-month option years. The procurement will be a small business set-aside. The NAICS code is 541511, Customer Computer Programming Services. The small business size standard is $27.5M.
The solicitation will be posted to FedBizOpps on or about 26 June 2017. This date is subject to change. All contractors must be registered in the Systems for Award Management database (www.SAM.gov) to be eligible for award. Offerors are advised that they are responsible for obtaining and signing/dating all amendments to the solicitation which will be available on FedBizOpps. Solicitation posting to FBO date is subject to change as necessary and an Amendment to the Presolicitation will be posted if the date changes.
