The Naval Surface Warfare Center - Panama City Division (NSWC PCD) is conducting a market survey for information ONLY from potential qualified responsible sources to support a potential requirement for Corporate Operations Support Services. This announcement is to identify 8(a) SBA certified sources only capable of providing support for this effort. NSWC, Panama City Division (PCD) is seeking interested Small Business Administration (SBA) certified 8(a) sources with current relevant qualifications, experience, personnel, security approvals, equipment, capability and bonding capacity to perform. This Request for Information (RFI) is for informational and planning purposes to help determine the Government's acquisition strategy.


The NAICS code is 541611 Administrative Management and General Management Consulting Services. The small business size standard is $15M. A Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) is anticipated. 8(a) Small businesses are encouraged to submit their capabilities. The resultant contract is anticipated be for one (1) ordering period of twelve (12) months and four (4), one (1) year optional ordering periods of 12 months each. The total Period of Performance (POP) will be five (5) years.


The primary Contractor support requirements are presented below. The title and civil service equivalent requirements (where provided) for appropriate areas are included solely for reference and planning purposes. The Office of Personnel Management (OPM) provides a General Schedule (GS) description of the civil service requirements for each area at www.opm.gov/fedclass/html/gsseries.asp#0300. This information is provided only as guidance for the types of skills that will be required of Contractor personnel supporting the effort. The work location will be on Government Site, NSWC Panama City Division. The Government anticipates providing workspace for up to forty eight (48) personnel.


Offerors should address their capabilities to meet the following primary areas:


A. Corporate Operations Support:


1. Facilities Support - to include various computer aided drafting and design (CADD) such as AUTO CAD and skills in Microsoft Office, Power Point, Word, and Excel (Relevant skills may (but not limited to) be found in the GS-802 series). Example functional areas are as follows :
Facilities Project Management, Facilities Engineering Technician Support, Facilities General Maintenance Worker Support and Mail Orderly Support. Mail Orderly support requires a security clearance at the SECRET level.


2. Graphics and Imaging Support: Most of the work is unclassified, but access to, and handling and storage of, classified material up to the SECRET level is required. (Relevant skills may (but not limited to) be found in the GS 0343, 1020, 1084, 1060, 1071 series). Example functional areas are as follows:
Workflow and Scheduling Support, Graphic Arts and Illustration Support Photographic and Video Support, Graphics and Imaging Surge Support.


3. Security Special Program Support (Communications Security Clerk Support-COMSEC) - Requires North Atlantic Treaty Organization (NATO) briefing, TOP SECRET security clearance and Secret Internet Protocol Router Network (SIPRNet) user accounts, and the Department of Defense (DOD) network for the exchange of classified information and messages at the security level: SECRET (Relevant skills may be (but not limited to) found in the GS-303 series). Example functional areas are as follows:
Navy Telecommunications center support (i.e. transmission, receipt, acceptance, processing and distribution of incoming/outgoing messages). Example tasks include but not limited to man the communications center, communications equipment, perform COMSEC witness and assist the NSWC PCD Key Management Operating Account Managers and sign receipt, inventory and destruction reports, and maintain physical security checks and logs to include SF 701 "Active Security Checklist".


4. Managers Internal Control (MIC) Program Support (Relevant skills may be found (but not limited to) in the GS-343 series). Example functional areas are as follows:
Annual Plan/Accessible Unit (AU) Inventory Support, Risk Assessment Support ,Website Support, Training Requirements and Support, Community of Practice Support, Compliance Assessment Support, Internal Review Assessment Support ,Corrective Action Tracking (CAT) Support , Statement of Assurance (SOA) Support , Records Management (RM) Support


5. Property Management (Materials and Equipment) Support (Relevant skills may be found (but not limited to) in the GS-0346 or GS - 2010 series). Examples functional areas are as follows:
• Operating Materials and Supply (OM&S) Support to include but not limited to extrapolate Enterprise Resource Planning (ERP) data, create reports, prepare presentations to convey Operating Materials and Supply (OM&S) status and training manuals, Perform Quality Assurance functions to support Procurement Request (PR) creation and archive official records.
• Property Inventory Support to include but not limited to preparing documents, accessing Navy Enterprise Resource Planning (NERP), update and maintain the Naval Surface Warfare Center, NSWC asset management web page and work with General Equipment Manager (GEM) and Organizational Property Administrator (OPA) to update and implement all changes to instructions.


6. Management and Program Analysis Support - Performance of this effort will require a security clearance at the SECRET level for one of the analysts. (Relevant skills may be found (but not limited to) in the GS 0343 series). Example functional areas are as follows
• Research, analytical, data management, documentation and customer support. Support may include, but not limited to, developing data on a quantitative or qualitative basis regarding effectiveness of line program operations in meeting established goals and objectives, develop data on requirements to develop program or administrative reporting systems, data gathering, etc., develop data on workload based staffing standards, review administrative audits, recommend changes, develop white papers for Government use, and collect information from management databases (i.e. NAVSEA, Enterprise Database Warehouse (EDW), Navy Enterprise Resource Planning (NERP)) etc.


7. American Sign Language Support
• The Contractor shall provide sign language interpreters certified in American Sign Language (ASL) when requested within a one or two week notice for occasional NSWC, PCD training events or assemblies. Historically, this requirement has been approximately 2 hours per month on average.


B. Office Support


1. Travel Office Support (Relevant skills may be found (but not limited to) in the GS - 500 series). Example functional areas are as follows:
• The Contractor shall provide support to NSWC, PCD's travel requirements which requires a basic understanding of official Government travel and subsequent allowances and entitlements. Support also includes working knowledge of such databases as the Defense Travel System (DTS), accounting codes, classifications etc.
• Contractor shall review travel authorizations, vouchers, make corrections, provide how to guidance, provide travel advisories, answer travelers questions, Generate DTS reports, and the contractor must allow flexibility for surge support and use of overtime due to increased number of hours in the travel office being required.


2. Clerical Support - includes use of Microsoft Office, Power Point, Word, and Excel (Relevant skills may be found (but not limited to) in the GS - 318 series)


3. On Call Help Desk Support
• Contractor shall provide support for the NSWC PCD on Call help desk M-F up to 8 hours a day (0900-1100 - 1300-1500 core hours). On call help desk support includes, but not limited to, receiving, routing, recording and following up on service requests from NSWC PCD personnel in areas such as facilities, safety, information technology (IT) and telecommunications.
There are two incumbents performing this effort.


This is not a Request for Proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract or order. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided.



SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS ANNOUNCEMENT: There is no specific format for submittals. It is requested that interested businesses submit a brief capabilities statement, limited to a maximum of 10 pages in length (single-spaced, 12-point font minimum) that demonstrates the potential capacity to perform the contract services outlined in the Primary Support areas identified in A. and B above. The capability statement shall also include the following information:
(1) Describe capability of performance as related to primary areas listed above;
(2) Provide name and address of firm;
(3) Indicate size of business including average annual revenue for past three years, number of employees, and status: 8 (a);
(4) Represent ownership including Country of Ownership, System for Award Management (SAM) information, and DUNS & CAGE Number;
(5) Are you planning to be a Prime or Subcontractor?
(6) If you are small business and plan to be a prime, please inform how you will meet the limitations on subcontracting specified in FAR 52.219-14.
(7) Include number of years in business; and
(8) Provide two points of contact including: name, title, phone, and e-mail address.

Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The Government will not provide email or phone responses regarding a Request for Proposals (RFP) and if and when it is forecasted to be released. The Government does not intend to publish the questions and comments received as a result of this announcement.

IF YOU DO NOT INTEND TO SUBMIT A PROPOSAL FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS ANNOUNCEMENT.
