Corporate Aircraft Support Program (CASP)
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation Number: 80AFRC19Q0006 this solicitation is issued as a request for quote (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101.
This requirement is a 100% small business set-aside. NAICS code 488190 Other Support Activities for Air Transportation.

Description of requirements for the items to be acquired:
See attached statement of work for 24/7 one day replacement service for SOFIA Rockwell Collins avionics components through an annual CASP subscription.
Date(s) and place(s) of delivery and acceptance and FOB point.
Period of Performance will be established no later than August 1, 2019. FOB and acceptance point are NASA Armstrong Flight Research Center at Palmdale, California.
The provision at 52.212-1, Instructions to Offerors - Commercial (Jan 2018), applies to this acquisition with the follow addenda to the provision:
Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted electronically to the designated Government point of contact. As a minimum, offers must show -
Technical Requirements: Offeror shall provide technical information that demonstrates the proposed items capability to meet or exceed the Government's requirement. That includes requirements listed in the attached quality document Q1-A Procurement Quality Requirements Aircraft Assemblies, Parts and Materials; provide and maintain an AS9100 certified Quality Management System and Statement of work titled Rockwell Collins Corporate Aircraft Support Program (CASP).
Price: Offeror shall propose a total firm-fixed-price.

The provision at 52.212-2, Evaluation -- Commercial Items (Oct 2014), applies to this acquisition with the follow addenda to the clause:
Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement.
Price: Offeror shall propose a firm-fixed unit price and an extended price for the line item:
Award will be made to the lowest priced, technically acceptable offeror.
By submission of its offer, the offeror accedes to all RFQ requirements, including terms and conditions, representations and certifications, in addition to those identified as evaluation factors.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
