The Contractor shall furnish all labor, equipment, devices, and materials, and perform all work required to modernize HVAC systems, Building 106, at the Air Force Research Laboratory, Rome Research Site (RRS) Rome, NY.

This acquisition includes but is not limited to these principal features:


•    Upgrade the heating system from steam to hot water.
•    Modify/upgrade electrical systems to accommodate HVAC modifications.


Work will be performed in accordance with the Technical Specifications - Convert Steam to HW Heating, B106, dated 19 October 2018, and Drawings, dated 20 May 2019.


This acquisition will be a 100% Small Business Set-Aside IAW FAR 19.5. The applicable NAICS code is 238220 with an associated small business size standard of $15,000,000 average annual revenue.


52.219-14 -- Limitations on Subcontracting. (DEVIATION 2019-O0003) will apply to this acquisition. By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for Construction by special trade contractors, it will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 75 percent subcontract amount that cannot be exceeded.


The estimated magnitude of construction is between $500,000 and $1,000,000. Bidders must provide payment and performance bonding in the amount of its bid. A Bid guarantee in the amount of 20% of the bid amount will be required to accompany all bids.

The Invitation for Bid (IFB) will be posted online at the Federal Business Opportunities website http://www.fbo.gov under the reference number FA875119BA009 on or about 23 August 2019. Bids will be due approximately 30 days later. A site visit will be conducted within 10 days after issuance of the IFB. The date will be finalized when the IFB is posted.


The IFB documents will only be available electronically. Potential bidders will be responsible for downloading the IFB documents and for monitoring the website for possible amendments and any additional information.


Award will be a firm fixed price (FFP) contract resulting from a competitive Invitation for Bid (IFB). Competing bidder's bids shall be ranked according to price. Award will be made to the lowest priced responsible bidder, whose bid is responsive to the terms of the IFB. Bids will be accepted on an all or none basis only. Partial bids will not be accepted. Successful bidders will be selected based upon the lowest total evaluated price (TEP).

NOTE: In order to receive a contract award, if issued, the successful bidder must be actively registered in and have their Online Representations and Certifications completed in the System for Acquisition Management (SAM) - www.SAM.gov. Bidders must also be actively registered in Wide Area Workflow (WAWF) - https://wawf.eb.mil.
