This synopsis is for the Contractor Operated Civil Engineering Supply Store (COCESS), building 356 located on Cannon AFB, New Mexico. The contractor shall provide all necessary labor, supervision, equipment, supplies and materials to support a COCESS located at Cannon AFB, New Mexico. The contractor shall acquire, issue, deliver, store and warehouse a variety of material, equipment, parts and supplies for the Self-Help/Tool issue Center for construction, family housing repair, facility maintenance and maintenance on real property for use by civil engineer personnel and approved Self-Help Customers. The contractor shall be responsible for performing identified Inventory Technician (InvTech) transactions in TRIRIGA. The contractor will require a Common Area Card (CAC) and access to the Air Force network. The contractor will provide a simplified method for authorized Civil Engineer personnel and Self-Help customers to purchase materials, equipment and supplies including but not limited to: electrical, plumbing, sheet metal, welding, landscaping, heating, air conditioning, refrigeration, ventilation, pipe fitting, carpentry, pavement and grounds maintenance, electronic monitoring, controls and alarms, painting and wall covering, floor covering, hardware, liquid fuels maintenance, power production, exterior electric, aircraft arresting systems (non-depot parts), water and waste, water treatment and distribution, and pest control trades. These items shall be used for work orders, construction, recurring maintenance and repair, and Self-Help type work. The COCESS contract does not replace the use of other contracts that are already established or will be established. The contractor may stock high use and or consumable items for immediate purchase.

This acquisition will contain one (1) base year and four (4) option years for a total of five (5) years. This requirement will be solicited on an unrestricted basis. The North American Industry Classification System (NAICS) code for this acquisition is 332510 with a size standard of 750 EMP. This contract will be a "Price Performance Trade-Off" contract; award will be made based on "Best Value" to the Government in accordance with FAR 15.101. The Government reserves the right to award a contract to other than the low proposed price. The issuance date for this solicitation is projected to be on/about 29 Dec 2018. Prospective contractors must be registered in the System for Award Management Database (SAM) prior to award of a government contract. Offerors are further advised that failure to register in the DoD SAM will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award. This solicitation will be available ONLY via the Internet at the following address: http://www.fbo.gov.
