Contractor Logistics Services M31
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Engineered Arresting Systems Corporation, for the procurement of six (6) months of Contractor Logistics Support (CLS) to commence in December for the M-31 Arresting Gear System to support the Marine Corps. The M31 Expeditionary Arresting Gear System is a land-based system capable of arresting tail hook equipped aircraft. This support will cover management, logistics, administration, spares, maintenance, configuration management, depot rework and repair, training, engineering support, web site support, and phone support as production units are fielded.
The Government intends to procure the above services under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. Engineered Arresting Systems Corporation is the Original Manufacturer of the M-31 therefore; they are the only company that possesses the detailed technical data to provide the support capability necessary to fulfill this requirement. This is not a request for competitive proposals. A determination by the Government not to open the requirement to competition based upon responses to this notice, is solely within the discretion of the Government.
