Contracted Services for End-of-Course Assessments
It is the intent of the Texas Education Agency (TEA) to solicit proposals to provide contracted services for the development and administration of five end-of-course (EOC) assessments in accordance with all requirements stated herein. As part of Senate Bill (SB) 1031, TEA is to develop EOC assessment instruments for secondary-level courses in Algebra II, English I, English II, English III, and world history. The text of SB 1031 can be found in Appendix I as well as online at http://www.capitol.state.tx.us/BillLookup/Text.aspx?LegSess=80R&Bill=SB1031. The purpose of the EOC assessments is to measure students' performance and to serve as part of the graduation requirements starting with the freshman class of 2011-2012. The EOC assessments for lower-level courses must include questions to determine readiness for advanced coursework. The assessments for higher-level courses must include a separate series of special purpose questions to measure college readiness and the need for developmental coursework in higher education. In addition, the score a student achieves on each EOC assessment will be worth 15% of the student's final grade for that course.
Eligible proposers are nonprofit organizations, institutions of higher education, for-profit organizations, and regional education service centers. Proposers may choose to collaborate in order to respond to this RFP; no language included herein is intended to prohibit such collaboration.
