This is a pre-solicitation notice of a proposed contract action in accordance with FAR Subpart 5.201 (b) (1) (ii), as supplemented information included in this notice.


USAID/Kenya and East Africa (USAID/KEA), seeks to expand the scope of activities under the activity titled "Kenya Investment Mechanism" (KIM) currently implemented by Palladium International LLC.


The proposed contract action seeks to do the following:


1)    expand the sector scope of KIM's primary investment facilitation component from its current focus on firms in the agriculture and clean energy sectors to include similar firms in the health, environment, education, workforce development, trade and infrastructure sectors;


2)    change KIM's sector focus on "clean energy" with "energy" in alignment with Power Africa's 2.0 Strategy;


3)    expand the scope of KIM's enabling environment component to include a new focus on increasing transparency and competition within the Kenyan financial sector to mitigate against cartels and;


4)    expand KIM's geographic scope from Kenya to the East Africa region. These changes are needed to enhance USAID/KEA's responsiveness to the new priorities in USAID's Policy Framework of 2019 and the Mission's ability to advance the Journey to Self-Reliance (J2SR) and Prosper Africa.


This contract action is not expected to exceed the simplified acquisition threshold. This is not a request for proposals. However, the Government may consider all expressions of interest received within fifteen (15) calendar days after the date of publication of this notice. A determination whether to compete this proposed follow-on contract action is based upon responses to this notice, if any, and is solely within the discretion of the Government. Information or responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement.


Therefore, any responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to USAID and would not hinder USAID/KEA objectives.
