This is a Request for Quotation (RFQ) for a Personal Services Contractor (PSC) to be located in the Domestic and International Security (DIS) Division within the Department of Administration and Finance (A&F) at the Millennium Challenge Corporation (MCC). MCC's mission is to provide grant assistance to support economic growth and poverty reduction in select developing countries with a demonstrated commitment to just and democratic governance, economic freedom, and investments in their citizenry.  Please see attached solicitation and addenda for complete announcement details.


SCOPE OF POSITION

The Continuity of Operations and Emergency Management Specialist (COOP) PSC will be executing and planning all aspects of MCC's COOP, in response to the requirements of President Policy Directive 40 (PPD 40), as implemented in Federal Continuity Directive 1 (FCD 1) and related Government and MCC policy, regulations, and guidelines. The components of such support include continuity and emergency planning, development, implementation, readiness and preparedness, operations, evaluation, and crisis/emergency preparedness, response and recovery.


KEY REQUIREMENTS



•    U.S. citizenship.
•    Must be able to obtain and maintain a federal security clearance.
•    Performance at MCC Headquarters in Washington, DC.
•    Domestic and international travel may be required.
•    Statement of Employment & Financial Interest (i.e. Office of Government Ethics "OGE Form-450", or similar statement) may be required.
•    Active System for Award Management (www.sam.gov) registration and be listed as sole-proprietor before the contract is awarded. See Addendum 4 for a Quick Start Guide on the SAM registration process. An active SAM registration is not required at the time of application (although candidates are highly encouraged to initiate the registration process before submission), but must be complete and active before the contract is awarded.

DUTIES


Responsibility includes administer, direct and improve the COOP and EM Program.  This support requires maintaining situational awareness of all COOP and DIS-related EM Program activities and reporting the status of all significant developments; recommend drafts of and revision to plans, policies and procedures; evaluate the performance and results of tests and exercises; draft after action reports; and recommend corrective or improvement actions.

Serves as MCC’s liaison with the Department of State, the Federal Emergency Management Agency (FEMA) and other partners and stakeholders inside and outside the USG.  Supports Continuity Coordinator and Manager positions when participating in interagency deliberations on policy, procedures and plans.

Support MCC’s efforts to develop and deploy products and services to keep agency personnel informed of ongoing domestic and international security concerns and measures, including support for product and services assessment, training and instruction, and drafting instructions and procedures for use of products and services.

Provide agency coordination, operational and resource management, and alert/notification during emergencies, threats, incidents, events, and any other local or international hazard or risks that could impact MCC personnel or operations.

Assist with inspections and audit preparations, maintain records of audit and inspections; and draft and process Office of Inspector General, and FEMA audit responses for DIS review and approval.

Manage and oversee the agency-wide data call to update the MCC, department, division, and country continuity plans. Update, revise, draft and prepare agency-wide review, MCC’s COOP documents that are required by Federal Continuity Directives.

Facilitate execution and planning of a TT&E Training, Testing & Exercise (TT&E) Program supporting both the COOP and EM Program.  Develop, in coordination with the Continuity Coordinator and Manager a TT&E Program Plan that Monitor and document MCC’s progress in accomplishing corrective and improvement actions.

Support DIS efforts to establish requirements, mock ups, development, and testing of information technology applications to capture, update, maintain, and report continuity plan-related data for emergency preparedness and use in COOPs.

Provide technical and advisory support on DIS’ behalf, present plans for MCC approval and publication. Attend meetings with Federal continuity and emergency management program lead agencies and executive agents to receive program and policy direction to keep the MCC COOP compliant with Government-wide requirements.
