SUBJECT: Continuing Education/Continuing Medical Education (CE/CME) Support Services for the U.S. Army Medical Department Center and School (AMEDDC&S)

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY; it is not a Solicitation (i.e. Request for Proposal, Request for Quotation, or Invitation for Bids) or an indication that the Health Readiness Contracting Office (HRCO) will contract for the supplies contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. If a competitive solicitation is issued, it will be announced on the Federal Business Opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. This RFI does not restrict the Government's acquisition approach on a future Solicitation. Questions for industry are attached to this announcement.


RESPONSES: Respondents to this RFI are to describe their interest and ability to perform the requirements summarized within this notice. Responses are to contain (1) company name, (2) CAGE code, (3) business size pursuant to NAICS code 611430 (size standard $11 million ), (4) mailing address, (5) primary point of contact information, to include telephone number and email address, and (6) to be of greatest value to the Government, provide responses to the QUESTIONS FOR INDUSTRY (below). Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of two (2) pages. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses. No faxes, courier delivered, or telephone inquiries/submissions will be accepted.

DESCRIPTION OF REQUIREMENT: The HRCO on behalf of the U.S. Army Medical Department Center and School (AMEDDC&S), has developed this Request for Information (RFI) to identify potential sources in the commercial marketplace capable of providing Continuing Education/Continuing Medical Education (CE/CME) Services to support the U.S. Army Medical Department Center and School as described below.


The Department of Defense (DoD) requires an online system that provides a minimum of 500 CE/CME, medical and ancillary service courses encompassing multiple healthcare disciplines, a suite of courses meeting all mandatory training requirements recommended by The Joint Commission, Occupational Safety and Health Administration (OSHA), and/or other regulatory and accrediting bodies, site specific and specialty portals for hosting Government content, accreditation of Government developed content, and the associated support services as an enterprise Army Medical Department (AMEDD) license. These site licenses shall include all DoD personnel assigned to the site regardless of service affiliation, deployment status, or employment status. These services shall support a minimum of 88,000 personnel which includes approximately 69,000 U.S. Army Medical Command (MEDCOM) military and civilian staff and approximately 19,000 active duty medical personnel in non-MEDCOM units.


a. Place of Performance/Hours of Operation: The place of performance is designated to be the contractor's location with a website hosted online. Website hours of operation for student access to online content shall be 24 hours a day, 7 days a week, 365 days a year.


b. Courseware Delivery: The primary delivery method for all courseware shall be over the internet. The contractor shall ensure students are able to access the courseware from military computers and/or baseline home computers. In addition, the Contracting Officer's Representative (COR) and/or site coordinators may request Sharable Content Object Reference Model (SCORM) compliant versions, i.e. CD/DVD courseware versions, and/or 508 compliant text and audio versions to be used by Government users without sufficient bandwidth or internet connection; or to be used by the Government for classroom delivery. All versions shall be equivalent in course structure, content, and test fidelity. To meet 36 Code of Federal Regulations (CFR) 1194, Section 508 of the Rehabilitation Act of 1973 requirements, versions shall be provided in audio only and printable version formats. The content of the audio and print versions shall not be different. The contractor shall deliver all requested alternative delivery formats to the COR and site coordinator within 15 calendar days of the request.


c. CE/CME Courses: The contractor shall provide CE/CME courses distributed through multiple technology-enhanced modalities to Government personnel. The contractor shall provide CE/CME courseware access 24 hours per day over the Internet in a format that can be viewed by all users using a baseline home computer or via alternative delivery methods.


d. The CE/CME program shall include courseware for a wide variety of healthcare disciplines. Healthcare professionals targeted for this training include administrators, dental hygienists, dentists, dietitians, emergency medical technicians (EMT), housekeepers, nurses, maintenance employees, medical records technicians, medical technologists, nurse aides, occupational therapists, pharmacists, physicians, physician assistants, physical therapists, respiratory therapists, social workers, veterinarians and others. Course offerings shall include as a minimum, CE/CME, regulatory/mandatory training, Homeland Security & Readiness training, and patient education.


e. Course Disciplines: Offerings shall include the following disciplines and categories of training:
Behavioral Health (psychiatrists, psychologists, social work) (Minimum of 20 courses); Operating Room Technician/Central Sterile (Minimum of 10 courses); Clinical Laboratory Science (Minimum of 10 courses); Dental and Dental Assisting (Minimum of 20 courses); Dietetics/Nutrition Care (Minimum of 10 courses); EMS (Emergency Medical Services; Emergency Medical Technicians, Paramedics, and First Responders) (Minimum of 30 courses); General Staff and Patient Education* (Safety and Security) (Minimum of 30 courses); Hospital Administration, Management, and Leadership (5); Housekeeping, Facilities Management and Maintenance; Registered and Licensed/Practical Nurses (Minimum of 50 courses); Nursing Assistants/Nursing Aids (Minimum of 50 courses); Medical Records/Billing (Minimum of 10 courses); Pharmacy/Pharmacy Technician (Minimum of 10 courses); Physical/Occupational Therapy (Minimum of 20 courses); Physician/Physician Assistant/Nurse Practitioner (Minimum of 10 courses); Radiology/Radiology Technician (Minimum of 10 courses); Regulatory Mandatory Training* (TJC, OSHA, etc.) (Minimum of 20 courses); Respiratory Therapy (Minimum of 10 courses); Veterinary (Minimum of 10 courses)


*Note: A certificate of completion is issued for these non-CE/CME accredited courses.

QUESTIONS FOR INDUSTRY


1. Does your organization currently provide similar services in accordance with the specifications in the attached Draft PWS to organizations within the commercial market? If so, please describe the services including scope and complexity, currently being performed and describe your existing capability to provide an online learning management system and how your capability aligns with the requirements of the Draft PWS.


2. Does your organization currently provide similar services in accordance with the specifications in the attached Draft PWS to organizations within the Federal Government? If so, please describe the services including scope and complexity, currently being performed. If so, please describe the services including scope and complexity, currently being performed and describe your existing capability to provide an online learning management system and how your capability aligns with the requirements of the Draft PWS.


3. How soon after receipt of a purchase order would your company be able to provide full access to your online learning management system and begin full performance of the requirement, e.g. 10 calendar days, 5 business days, etc.? What barriers do you foresee to being able to provide access in the shortest amount of time?


4. Does your company currently provide at least 500 online course offerings with at least 350 being accredited for continuing education or continuing medical education? If not, how many online course offerings does your company currently provide and do you have the capability to provide more in time for full performance upon receipt of a purchase order?


5. Of the online course offerings that your company currently provides, do they meet the minimum number of courses by occupational discipline as detailed in the Draft PWS at Paragraph 5.5.1.?


6. Does your company provide a comprehensive suite of courses meeting all mandatory training requirements recommended by The Joint Commission, Occupational Safety and Health Administration (OSHA), and/or other regulatory and accrediting bodies?


7. Describe your current capability providing help desk support to your online users. For example, is your help desk available 24/7/365, what type of help desk support is offered, what is the turnaround time for support?


8. Does your company have the ability to establish data interfaces for training completion data to authoritative data systems? Describe your capability to include the timeframe required to establish the data interfaces.


9. Does your organization have a current GSA schedule for similar services in accordance with the specifications in the attached Draft PWS? If so, what is the GSA contract number, expiration date, and order limitations?


10. What type of acquisition strategy would you recommend for this type of requirement? Please include your suggested contract type, CLIN structure, unit of issue, pricing arrangements, and performance incentive strategies in your response.


11. What are your questions/concerns with the services required in the Draft PWS? If providing comments, please refer to the paragraph number whenever possible so that the Government can accurately reference the area in question. Please note that the Government will only consider any concerns provided to further develop the requirement and will not provide your company with any responses during this market research phase.61


12. Should the Government publish a formal solicitation, do you anticipate any challenges preparing a competitive price proposal to provide a similar product or service based on some or all of the characteristics above? Do you anticipate any perceived barriers to competition? If, so can you specify?
