THIS IS A PRESOLICATION NOTICE ONLY - The Health Resources and Services Administration (HRSA), Maternal and Child Health Bureau (MCHB) is planning to issue a solicitation to develop and maintain a central clearinghouse of newborn screening information and provide expertise on newborn screening to inform this project.

The clearinghouse shall include the following:

-current educational and family support and services information, materials, resources, research, and information on newborn screening.

-information organized in a clear format for multiple audiences that promotes sharing and dissemination of authoritative and/or evidence-based information; lay informational and educational materials; community training initiatives; health care provider educational materials; newborn screening best practices and guidelines; and other information and tools that promote culturally sensitive education and decision-making regarding newborn screening for heritable disorders.

-current information on quality indicators to measure performance of newborn screenings, such as false-positive rates and other quality indicators, as determined by the Advisory Committee;

-current information on the number of conditions screened in each state;

-evidence-based guidelines related to diagnosis, counseling, and treatment with respect to conditions detected by newborn screening.

Contractor expertise shall include the following: newborn and child medical/genetic conditions and associated clinical information, family education, screening practices, laboratories methods, treatment, public health impact, information technology, health education, medical home, health literacy, cultural competency and patient/family-centered care experts that have served the needs of diverse populations and stakeholders.

The solicitation will be issued as full and open with a period of performance of twelve (12) months with four (4) option periods of twelve (12) months each. Capable businesses (large, small, non-profits, etc.) are encourage to participate.

The Government intends to issue a solicitation on or about May 1, 2018. The required services will be procured in accordance with FAR Part 15 - Contracting by Negotiation.

The North American Industrial Classification System (NAICS) code for this acquisition is 541990, and the size standard is $15.0M.

Description

The Maternal and Child Health Bureau of HRSA is providing this contract in support of the Newborn Screening Saves Lives Reauthorization Act of 2015 (Public Health Service Act SS 1112 (42 U.S.C. 300b-11)). The statute requires HHS to establish and maintain a central clearinghouse of current educational and family support and services information, materials, resources, research, and data on newborn screening.

Newborn Screening (NBS) is a successful public health program implemented at the state level that saves and/or improves the lives of thousands of babies born each year in the United States. About four million newborns each year are screened for at least 29 conditions recommended by the Secretary of Health and Human Services (HHS) for states to include on their newborn screening panel. These conditions are not apparent at birth, but require early intervention and treatment. Early detection mitigates organ damage, may reduce disease severity, and prevent life-threatening complications associated with these conditions.

The purpose of the interactive clearinghouse that will be built on hrsa.gov website is to: (1) Enable parents and family members of newborns, health professionals, industry representatives, and other members of the public to increase their awareness, knowledge and understanding of newborn screening; (2) Increase awareness, knowledge, and understanding of newborn screening for expectant individuals and families.

The clearinghouse will provide the following:

a. links to Government-sponsored, non-profit, and other Internet websites of laboratories that have demonstrated expertise in newborn screening that supply research-based information on newborn screening tests currently available throughout the United States;

b. information about newborn conditions and screening services available in each State from laboratories certified under the Clinical Laboratory Improvement Amendments, including information about supplemental screening that is available but not required, in the State where the infant is born;

c. current research on both treatable and not-yet treatable conditions for which newborn screening tests are available;

d. information on the availability of Federal funding for newborn and child screening for heritable disorders including grants authorized under the Newborn Screening Saves Lives Reauthorization Act of 2014; and

e. other relevant information as determined appropriate by the Secretary and HRSA

Optional tasks may include developing content for a Spanish language version of the Clearinghouse, creating app(s) for mobile access, and creating educational materials on newborn screening for medically under-served populations.

All future information regarding this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps website (www.fbo.gov). Copies of the solicitation document and its related documents, as appropriate, will be posted at this website. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition.

The Government will not reimburse interested parties for any costs associated with responding to this notice.
