The Navy Motion Picture Service (NMPS) provides equipment and motion picture programming for the playback of Early Window Content Motion Pictures on US Navy Ships and shore locations worldwide. Early Window Content means specifically, motion pictures released prior to their home release date. The Navy currently uses a secure encryption process applied to DVD players capable of playing movies. There are an estimated 4,000 of these Navy DVD (NDVD) players deployed. NDVD players are designated as the only authorized equipment to be used for the playback of movies that the Navy licenses from the film companies who are the copyright holders. Navy is now looking for a new method of secure content delivery and content playback as described in the scope. Navy procures and distributes movies to over 850 Fleet, Forward Deployed Forces, afloat, and shore commands worldwide.

Army and Air Force Exchange Service (AAFES) will be an Agency that procures components off any contract awarded under this SOW. AAFES operates a movie program separate from Navy and maintains separate contracts with the Motion Picture content owners. The SSPS-MS process inclusive of duplication and distribution for the two organization shall operate separately due to contract terms with the Content Owners and the additional requirement for AAFES locations to include the ability to add AAFES provided informational content for use at AAFES playback locations.
