THE INTENT OF THIS NOTICE IS TO IDENTIFY BUSINESSES, ESPECIALLY SMALL BUSINESS (SB) CONCERNS, CERTIFIED 8(A), HUBZONE, SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB), AND WOMEN-OWNED SMALL BUSINESS (WOSB) CONCERNS CAPABLE OF PERFORMING THE REQUIREMENTS DESCRIBED BELOW.



The Product Manager for the Contamination Indicator Decontamination Assurance System (CIDAS) under the Joint Project Manager for Protection (JPM P) is conducting a market survey to identify potential technologies that could benefit the Warfighter by identifying the location of mustard (HD) chemical agent on military vehicles and equipment.


Specifically, the CIDAS Product Manager is requesting information on:

- Technologies/systems with the ability to identify and locate HD contamination or (post-decontamination) residual HD contamination.
- The performance of HD indicator technologies in the presence of field grime ("mud, blood, and crud"), other common materials encountered in the field of operations area (e.g. Petroleum, Oil, and Lubricants (POLs)), or cleaning/decontamination materials/methods.
- HD indicator technologies/systems capable of providing a visible indication of gross contamination when applied to a surface as a stand-alone technology or with a decontaminant.
- Indicator technologies/systems sensitive enough to indicate contamination levels to that of standard fielded detectors (i.e., M8 CW Agent Detector Paper, M9 CW Agent Detector Tape, JCAD, CAM, ACADA) and be visible by the human eye or detectable/visible by a supporting technology, ideally remaining visible for the length of the decontamination process.
- HD indicator technologies/systems that minimize false-positive responses to POLs, coating/sealant technologies, exhaust fumes, cleaning compounds/disinfectants, etc.
- HD indicator technologies/systems that minimize degradation to military equipment, its electronic and optic components, hazards to both personnel and the environment, and not produce uncontrollable residual hazards during the decontamination process.
- HD indicator technologies/systems that are compatible with and do not interfere with standard fielded detectors (i.e., M8 CW Agent Detector Paper, M9 CW Agent Detector Tape, JCAD, CAM, ACADA).
- HD indicator technologies/systems that do not degrade or affect the performance of individual protection equipment (IPE) to a level of unacceptable risk, or present any uncontrolled safety hazards to personnel in appropriate mission oriented protective posture (MOPP).

1. Safety Data Sheet (SDS) for each material mixed as appropriate and ready to apply
2. SDSs for each component of CIDAS material as manufactured and stored (if different from above)
3. Performance and Efficacy Test Reports/Data to support claims
4. Vendor Preliminary Assessment of Product Scalability (i.e. how your system could be used on small localized areas and then scaled up to use on large whole vehicles or facilities)

Responses shall be received NLT 5pm (EST) on 31 October 2017.
Documents shall be electronic in Microsoft Word, Excel, Power Point, and/or Adobe Professional format and provided on compact disk (CD) or email. No telephonic responses to this RFI will be considered. Where the vendor deems appropriate, hard copies can also be submitted as backup and/or support information.


Additional Information
Technologies should be currently available or are actively being pursued by industry to be available in 2017, either in product or functional prototype form. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. Responses to this RFI are not offers for contract and will not be used by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Vendors having products that they believe would be suitable for military decontamination operations as described herein shall submit all supporting documentation requested by this solicitation to the POC noted above.
