Based upon the problem statement the threat to the electrical power grid being considered in this
study would be a terrorism event. To appropriately assess the effect of a terrorism event a
vulnerability assessment must be conducted on the target infrastructure. Due to the size of the
electrical power grid infrastructure the approach should consider those critical nodes as identified by the electrical utility.
