Consulting Services for School Attendance Boundary Adjustment Process
It is the intent of this Request for Proposal (RFP) to solicit sealed proposals to establish a contract for
the Henrico County School Board for consulting services regarding attendance boundary adjustments.
The Successful Offeror shall provide all labor, materials, supplies and supervision to provide the
following services required for the redistricting process:
1. Redistricting and associated boundary adjustments for the opening of the new high school
located on Staples Mill Road;
2. Redistricting and associated boundary adjustments for the opening of the new middle school
near the intersection of Nuckols and Shady Grove Roads;
3. Evaluation of feeder pattern impacts and development of recommendations regarding
changes/other attendance boundary modifications to support an efficient and effective
association between schools at all three levels;
4. Evaluation of and recommendations for improving the preliminary framework outlining
activities and responsibilities of stakeholders in the redistricting processes, including the
committee and subcommittee structure;
5. Development of a work plan that includes major tasks, schedule due dates, and strategies
for ensuring communication and cooperation within the committee and subcommittee
structure;
6. Leading the redistricting committee through the overall process;
7. Orchestrating the community meeting process;
8. Collecting, evaluating, and guiding committee discussions regarding student enrollment
projections and forecasts;
9. Evaluating enrollment projections and development information for existing schools at all
levels to support the understanding of the potential impacts and options for modifying
existing boundaries and making feeder pattern adjustments.
