Notice of Intent to Sole Source

The Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price purchase order to Stephenson and Stephenson Research and Consulting, LLC (SSRC)


This acquisition is for a Sole source acquisition of: consultative services to assist with development and testing of Words-In-Noise software which will run on the current National Instruments platform used for audiometric testing in the National Health and Nutrition Examination Survey (NHANES) and to manage implementation of the NHANES balance component for the 2019-2020 survey cycle. NHANES is a continuous survey program managed by the National Center for Health Statistics to collect health and other data from a nationally-representative sample of US residents. Beginning in January 2019, a speech test evaluating ability to understand words in noise will be added to the NHANES hearing testing component and a balance component will be added to the NHANES survey. Both the words-in-noise testing and the balance component were pilot tested in NHANES earlier this year, supported by audiologists from SASRAC. This contract will retain their services to move forward with implementation of these two new NHANES exams in the full survey next year.


NIOSH has specifically identified Stephenson and Stephenson Research and Consulting, LLC as the research audiology group most qualified to fulfill the tasks in this contract effort. Their staff has experience in working on the NHANES pilot test of the Words-In-Noise and balance components earlier this year. This experience is essential in developing the components for full survey implementation in January 2019. Because the NHANES survey runs continuously in two-year cycles, the deadlines for component implementation are fixed by the National Center for Health Statistics and are beyond our control. For this reason, Stephenson and Stephenson Research and Consulting, LLC is uniquely qualified as the appropriate vendor to meets all of these requirements


This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (Simplified Acquisition Procedures (SAP)) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.


This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
