Consulting Services for Telecommunication Assessment

Scope of Work: Brevard County is soliciting bids from qualified consultants to develop a Request for Proposals for voice and data circuits. The selected consultant will collect and develop the information necessary to provide for the Boards medium to long term communication circuit needs. The consultant will assess the offerings of local circuit vendors to determine the extent to which they can meet the needs of the Board of County Commissioners. The selected consultant will perform a risk-based analysis of each location for system capacity and availability requirements, and provide recommendations for modifications to existing network architectures that will both meet the requirements and maximize potential competition from local telecommunications service providers. The selected consultant will assess the ITDs current and future ability to provide Voice over Internet Protocol (VoIP) services to its customers, and provide an estimate of the costs and return on investment for switching over from the existing public switched telephone network (PSTN) system to a VoIP system. The selected consultant will assess the skills and capacity of ITDs existing staff to operate any new communications systems in a multi-vendor environment.
