STATE OF MAINE
PUBLIC UTILITIES COMMISSION
REQUEST FOR PROPOSALS #200707003
During its 2006 session, the Maine Legislature enacted an Act to Enhance Maine's Energy Independence and Security (Act). P.L. 2005, ch. 677. Part C of the Act (codified at 35-A M.R.S.A. 3210-C, 3210-D) addresses capacity resource adequacy by authorizing the Commission to direct large investor-owned transmission and distribution utilities (T&D Utilities) to enter into long-term contracts for capacity resources and by directing the Commission to establish an electric resource adequacy plan. In particular, the Act contains detailed standards, policies and procedures governing the Commission's contracting authority and requires the adoption of a resource adequacy plan for the purpose of ensuring grid reliability and the availability of electricity to consumers at the lowest cost.
