Consultant Services for Emergency Operations Plan
Request for Proposals: The City desires to obtain Consultant Services for a Comprehensive Emergency Operations Plan. The City Emergency Operations Plan (CEOP) needs to be revised to comply with the National Incident Management System (NIMS), the appropriate Emergency Management Association Accreditation (EMAP) standards, the Comprehensive Planning Guide 101 2.0 (CPG101) and be consistent with all Homeland Security Presidential Directives (PHSD) and the National Response Framework (NRF).
In addition, recent world events and weather phenomena have resulted in a number of new best practices in Emergency Management that are not currently contained in the current Emergency Operations Plan and its Annexes/Appendices. The successful contractor will be expected to assist the City in assessing current programs and developing recommendations for refinement or new programs, policies, or procedures to meet the current state of the profession in Emergency planning. Some examples of these new areas of focus in emergency planning are: Crisis Response, Public Health Emergencies, Animal Protection and evacuation, Citizen Evacuation and Sheltering, Special Needs Populations Evacuation and Sheltering, terrorism, and Hazardous Materials Response.
