Fermi Research Alliance, LLC (FRA) is under contract by the Department of Energy to upgrade its existing accelerator complex, at Fermilab, Batavia Illinois. The project called the Proton Improvement Plan-II (PIP-II) is an improvement program for a high-intensity proton facility with goal focused to achieve beam power in excess of 1 megawatt (MW) on target at the initiation of Long Baseline Neutrino Facility (LBNF) operations.

The scope of this acquisition will be to construct an approximate 28,000 SF Cryogenics Plant Building to house cryogenic plant equipment supplied by an international collaborator, and related utilities.


The Cryogenics Plant Building will provide space and infrastructure to accommodate cryogenic equipment including compressors, cold boxes, storage tanks, vaporizers, nitrogen separators, purification equipment/skids, transfer lines, overhead cranes, control systems, and support equipment. This acquisition is for the building and infrastructure only. The cryogenic equipment will be obtained from an international collaborator. Installation of the cryogenic equipment will be accomplished as a separate procurement.


The building will be constructed in the Main Ring infield of the Fermilab site on the PIP-II campus located in Batavia, Illinois. 

The Cryogenics Plant Building construction solicitation is planned to be released in September 2019 with award to the Lowest Priced Technically Acceptable (LPTA) offeror.   Contract type will be fixed price.  Construction is planned to start in the 2nd QTR FY2020 and complete 3rd QTR FY2021.

Industry is requested to supply:
1) Rough Order of Magnitude (ROM) in the Excel Spreadsheet 4-3-3 Pricing Format,
2) proposed performance period,
3) suggestions  to a) improve cost, b) assure schedule, c) achieve quality, d) reduce risk.

Any cost associated to prepare a response to this notice will not be reimbursed.
