This is a SOURCES SOUGHT SYNOPSIS. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers, Mobile Regional Directorate of Contracting is seeking information regarding capability and availability of potential small business contractors to perform construction of a new Tennessee Tombigbee Waterway Management Center (TTWWMC) located in Columbus, Mississippi.

The new facility will replace the existing TTWWMC at the Stennis Lock and Dam, Columbus Mississippi. This 100% designed replacement office complex will support approximately 53 government employees and will continue to serve as the management and maintenance headquarters for the Tennessee Tombigbee Waterway. The current planned space for this new office complex will be approximately 15,500 sf. Physical force protection measures will be incorporated into the design. Most of the existing infrastructure will be salvaged, but will be evaluated to ensure its operational and size are adequate to support the design of the new building. This project will also include the demolition of the existing facility along with associated site work and landscaping. Construction cost range is $5-10 million.


The purpose of this sources sought synopsis is to determine the availability of qualified contractors to perform these services to include Small Businesses, Certified 8(a) and HUBZone Concerns, Service Disabled Veteran Owned Small Businesses (SDVOSB) and Women-Owned Businesses (WOSB). The North American Industrial Classification System (NAICS) Code applicable to these requirements is 236220, Commercial and Institutional Building Construction, Size Standard is $36.5 Million. Offerors are requested to respond to this Sources Sought Synopsis with the following information which shall not exceed ten pages: 1. Offeror's name, addresses, points of contact, telephone numbers, and e-mail addresses. 2. Offeror's capability to perform, to include geographic span, logistic complexity, and project size. 3. Offeror's business size to include designation as Small Businesses, SBA Certified 8(a) and HUBZone Small Business Concerns, SDVOSB and WOSB. For 8(a) contractors, please include proposed graduation date from the 8(a) Program. 4. Offeror's single bonding capability. 5. No more than five (5) projects that are at least 50% repair/construction complete within the past seven years that demonstrate their capability to perform the type of work described above. Project information is not to exceed 1 page per project and should include title, location, general description of the project, offeror's role and description of work performed by the offeror, dollar value of the project, and name of the company, agency or Government entity for which the work was performed with contact information (reference name, phone number and email address).


Interested offerors shall respond to this Sources Sought Synopsis no later than 30 November 2017. ALL RESPONSES MUST BE EMAILED to Chanda.d.strenth@usace.army.mil. Synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited.
