Project Description:


The Norfolk District, Corps of Engineers is seeking qualified, experienced firms capable of constructing approximately 685 foot of jetty structure consisting of Type 1 (VDOTRBS) riprap/armor stone, Class III (VDOTRBS) riprap/core stone, placement of geotextile fabric, placement of marine mattresses, placement of excavated material in an adjacent placement area, and any incidental work related to construction as well as pre and post construction surveys of the project area. The project will require use of a turbidity curtain and/or AquaDam during construction. The project will have approximately 260 feet of jetty structure constructed on or near land in a marsh/shoreline environment and approximately 425 feet constructed in deeper water. The maximum width of the jetty structure is approximately 71 feet. The project site is located on Tangier Island, approximately 13 miles southwest of Crisfield, MD and approximately 15 miles directly east of Reedville, VA within the Chesapeake Bay. The project site is located along the entrance channel on the west side of Tangier Island, VA. The opening is approximately 500 feet wide with the channel exiting the opening and veering left as you approach open water of the Chesapeake Bay. The northern shore is remote due to the lack of infrastructure as well as the lack of inhabitants. The southern shore includes a small harbor as well as the northern tip of the seawall installed along the Tangier Airport. The water depth in the area of the project site ranges from -9 feet MLLW to 2 feet MLLW. The contractor is expected to work in the vicinity of navigation traffic along the Tangier Channel. Placement of materials dredged to complete the project will be placed in an authorized placement area adjacent to the project site.


In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is between $1,000,000.00 and $5,000,000.00. NAICS Code 237990 applies.


The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.


Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information:


1. COMPLETED SOURCES SOUGHT BIDDER INFORMATION FORM (INCLUDED IN FILES FOR THIS SOURCES SOUGHT). This bidder information form requires provision of:


a. Firm's name, address, point of contact, phone number, e-mail address, CAGE code (if available), and DUNS number.


b. Firm's bonding capacities per contract and in aggregate.


c. Firm's Business Size - LB, SB, 8(a), HUBZone, SDVOSB, WOB, or Alaskan or Tribal Native.


d. Firm's ability to self-perform minimum of 25% of work.



2. Firm's capability to perform a contract of similar magnitude and complexity (include firm's capability to execute construction, comparable work performed within the past 5 years):


Brief description of the project, (customer name, timeliness of performance, and dollar value of the project) - provide at least 3 examples. Only recent and relevant work will be considered for evaluation purposes. Recent and relevant is to be construed as work performed within the last five (5) years and involving similar work and magnitude to that listed in the description above. Additional information provided will not be reviewed.


3. Any information pertaining to Firm's Joint Ventures (existing), including Mentor Protégés and teaming arrangements.


This Sources Sought Synopsis should not be construed in any manner to be an obligation of the U.S. Army Corps of Engineers, Norfolk District to issues a contract, or result in any claim for reimbursement of costs for any effort you expand responding to this request. No solicitation is currently available. Interested Firm's shall respond to this Sources Sought Synopsis no later than 12:00 PM EST on 24 July 2019. All interested firms must be registered in the government's SAM website to be eligible for award of Government contracts.



Anticipated solicitation issuance date is on or about 15 October 2019, and the estimated bid opening date will be on or about 26 November 2019. The construction period of performance will be approximately 270 calendar days from issuance of the Notice to Proceed (NTP). The official synopsis citing the solicitation number will be issued on Federal Business Opportunities (FBO) www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued.
