The U.S. Geological Survey (USGS) has a requirement to construct two (2) new radio relay sites in the Northern California Seismic Network (NCSN) system to Motorola R56 standards. Each site shall consist of a 30-foot communication tower with associated grounding and equipment enclosures, plus antennas, solar arrays, and deep-cycle batteries. The USGS owns and will provide the towers, battery enclosures, and VHF yagi antennas; the contractor will supply everything else. The two sites are LTC - Tuscan Spring, east of Red Bluff, CA; and GDC - Dry Creek, Northwest of Healdsburg, CA about halfway to Gualala.
All relevant project documents will be made available electronically to interested parties at no charge with the Request for Quotations (RFQ). Tentatively, we expect the RFQ to be available in early March and to be open for approximately two (2) weeks. We want the project to be completed as soon as possible after award, weather permitting. The estimated magnitude of this project is between $25K and $100K. The Construction Wage Requirements Statute (prevailing wage, formerly Davis-Bacon Act) will apply. LTC is in Tehama County and GDC is in Sonoma County; wage determination CA7 applies to both. The successful contractor will be required to provide payment protection/payment bond before being given notice to proceed. A performance bond will not be required.
We intend to award a firm-fixed price contract in accordance with the procedures of Federal Acquisition Regulation (FAR) Parts 13 (simplified acquisition procedures) and 36 (construction and architect-engineer contracts.) Note this will not be a sealed bid acquisition and we will be considering factors other than price in our source selection.
The applicable product/service code is Y1BG, "construction of electronic and communications facilities." The applicable NAICS code is 237130, "power and communications line and related structures construction," size standard $36.5M. This acquisition is reserved exclusively for participation by small business concerns.
Prospective contractors must hold an appropriate contractor's license in the State of California at the time quotations are due to be considered for this project. State of California regulations regarding contractor's licensing, including the use of appropriately licensed subcontractors, shall be followed on this project.
