The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a full and open basis from all interested businesses having the capability to perform the work described below. This is the solicitation being issued. Proposal documents may be available for download in Microsoft Word, HTML, Microsoft Excel, and/or Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available.

Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government.

The project is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time.


The NAICS Code for this requirement is 237990 with a size standard of $36.5 million.


Title of Project: Preserve and Protect Meridian Hill Park Phase 5 & 6, ROCR 185767


Description:
The scope includes restoration and rehabilitation of the Lower Plaza of Meridian Hill Park. The exposed aggregate concrete at this park is an important design element and much of this work centers on its replacement, repair, or replication. This includes, installation of an accessible route into the Lower Plaza of the park from 16th street, replacement of drainage lines for better drainage of the site and plaza, removal and replacement of 8 large trees, removal of sections of exposed aggregate paving, install root barriers and tree root/storm water under pavement infrastructure, and reset or replicate paving on top, repair exposed aggregate concrete, build and install a steel
pleaching frame for the linden allee, repointing and sealing of joints on the Buchanan Memorial, update electrical and light fixtures at reflecting pool, mitigation of water penetration along the Great Wall stairs into rooms below, and replanting of trees and shrubs.


Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposals. The government will consider an offeror's technical proposal in comparison to its price.


Estimated Price Range: $5 million - $10 million


Estimated Period of Performance: March 2020 - February 2021, with an award date of January 2020.


Proposal receipt date is 14:00 Mountain Daylight Time, December 5, 2019.


A pre-proposal meeting will be held and is scheduled for 9:00 A.M. ET, Friday, November 15, 2019.


This procurement is being competed as full and open. All responsible business sources may submit an offer. The applicable NAICS for this requirement is 237990 - Other Heavy and Civil Engineering Construction. All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. Businesses considered large under the subject NAICS code shall provide a subcontracting plan with their proposal. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by anyexecutive agency, consistent with efficient contract performance.
