Description: The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Crest Paving of the Mansfield Hollow Dam in Mansfield Connecticut. This announcement is to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns for this project. The NAICS code for this procurement is 237310. The project is planned to be issued in or about March 2018. The project is expected to take approximately four months to repave the crest. The estimated construction cost is between $100,000.00 and $500,000.00.


Mansfield Hollow Dam lies on the confluence of the Natchaug, Fenton and Mt. Hope Rivers, in Mansfield, Conn. The dam is part of a network of six flood control dams in the Thames River Basin constructed and maintained by the U.S. Army Corps of Engineers. Construction of the dam was completed in May 1952. The dam consists of earthfill with stone slope protection. It has a length of 14,050 feet and a height of 68 feet. The project also consists of six earthfill dikes. A concrete spillway spans the main channel of the Natchaug River with a concrete weir 690 feet long 16 feet lower than the top of the dam. Available width and minimal access and turnaround points will require backing construction equipment long distances (as much as 3,000 feet) and limit the size of construction equipment.


The access road along the crest of the Mansfield Hollow Dam has significant edge deterioration creating a larger dam safety issue potentially causing erosion of the dam crest and makes access along the crest by vehicles difficult. The project is to reclaim the existing pavement in place to a depth of 6" and to place of new pavement 9 feet wide above the reclaimed material with 3 feet wide stone gravel shoulders. The section from the spillway toward the airport ending at the old highway crossing would be the base bid (6,400 ft+/-). With the section North of the spillway (4,560 ft +/-) and Dike B (850 ft +/-) as optional work as funds allow. Protection of existing crest monuments, piezometer and airport lighting conduits will be required. Guardrail replacement may be included as another option.



Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), a proof of bonding as well as what type of equipment would be utilized for this project. Additionally, firms must demonstrate their project experience in Asphalt reclamation and paving, within the last five years. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort. Subcontractor's experience must also have been performed within the last five (5) years.


Responses are limited to twenty (20) pages. Responses are due by December 6, 2017.
