Synopsis:


PURPOSE: The U.S. Army Corps of Engineers (USACE), Detroit District, intends to issue an Invitation for Bid (IFB) for a firm fixed price construction contract for repairs to the Superior Entry North Pier, Duluth-Superior Harbor, St. Louis County, MN. This procurement will include base and option line items in the anticipated bid schedule.


This notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept bids as a result of this notice. The plans and technical specifications for this requirement will only be available upon solicitation issuance.


PROJECT DESCRIPTION: The work involves repairs to the Superior Entry North Pier, Duluth-Superior Harbor. The main scope of this project is to remove the 4' by 5' knee wall of the existing concrete pier. The existing north pier structure will be encased in a steel sheet pile wall with stone fill, grout, cover stone and scour stone. Stone removal and replacement will be required at the steel sheet piling (SSP) drive line. The work will be at conducted at the following location points for the base and option line items:
(1) Base line items: Station (STA) 10+65 to 17+70
(2) Option 1 line items: 17+70 to 19+50
(3) Option 2 line items: STA 19+50 to 20+00


This project description is not intended to be all encompassing in the descriptions.


PRE-BID SITE VISIT & REGISTRATION: Bidders have an opportunity to attend a scheduled site visit. The site visit is scheduled on July 31, 2019 at 2:00 p.m. Central Time. Interested bidders will meet at the end of Wisconsin Point Road, near South Pier of Superior Entry. There is no physical address for the site location.


Only registered persons will be permitted to attend the site visit. Please provide your firm's name, firm's CAGE and/or Unique Entity Identifier (known as DUNS) number, and name and position title of primary point-of-contact and their telephone number and email address to Stacy Wiggins at stacy.s.wiggins@usace.army.mil no later than July 29, 2019 at 4:00 p.m. Central Time.


NAICS AND SBA SIZE STANDARD: The NAICS code for this project is 237990, Other Heavy and Civil Engineering Construction, with a small business size standard of $36.5 million.


TYPE OF SET-ASIDE: 100% Historically Underutilized Business Zone (HUBZone) Small Business Set-aside.



SOLICITATION AND CONTRACT TYPE: It is anticipated that from the IFB Solicitation, the Government will award one firm fixed price construction contract to the company that provides the lowest priced bid who is found to be responsive and responsible.


DISCLOSURE OF MAGNITUDE OF THE CONSTRUCTION PROJECT: The disclosure of magnitude range is between $10,000,000 and $25,000,000.


PERIOD OF PERFORMANCE: The anticipated contract completion date for the base and option line items is 1 July 2021. Options may be exercised 90 days from Notice to Proceed (NTP).


SOLICITATION RELEASE DATE: The anticipated release date for W911XK19B0017 is around July 15, 2019.
