SOURCES SOUGHT NOTICE

The National Institute of Standards and Technology (NIST) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Construction Management Services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 236220.


THIS IS A SOURCES SOUGHT SYNOPSIS FOR SMALL BUSINESS ONLY. This is not a request for offers or proposals and this notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response.


In this context, NIST is in the process of determining availability, adequacy, and capabilities of potential small business sources for performance of Construction Management (CM) Services in accordance with NIST quality standards and requirements.


The CM firms interested in this effort must be able to demonstrate experience with managing "similar" projects as defined below:


To qualify as a ("Similar Project"), the project must meet all three elements of size, type, and complexity as further defined here. To be considered similar in size projects must exceed $200,000 in construction costs and be completed in the last 48 months. To be considered similar in type project(s) shall be hospitals or laboratories that are commercial, Federal, State, or Municipal. High school laboratories shall not be deemed equivalent. To be considered similar in complexity projects shall include, but are not limited to, those that include some of the following elements: public campus facilities containing numerous buildings or clusters of buildings, facilities incorporating laboratories and scientific activities, civil work involving site-work, roadwork, and earthwork etc. with minimal disruption to an operational facility.


This notice seeks only those sources under Product Service Code (PSC) R499 Support- Professional: Other; North American Industrial Classification System (NAICS) code 236220 Commercial and Institutional Building Construction. The small business size standard for NAICS code 236220 is $36,500,000.00 ($36.5M).


If you are an interested small business CM firm, please provide a Written Letter of Interest and a response to the following questions. All information submitted is subject to verification. Additional information may be requested to substantiate responses.


1. Please provide proof (i.e. DUNS number, System for Award Management's Registration printout, certification letter from the Small Business Administration, etc.) that your firm is a Small Business in accordance with NAICS code 236220.


2. Identify whether your firm is an 8(a), Small Disadvantaged Business, Women-Owned Small Business, HUBZone Small Business, Service Disabled Veteran-Owned Business, or Veteran-Owned Small Business. (For additional information on small business concerns visit www.sba.gov)


3. Please provide a narrative of your firm's experience and include at a minimum three (3) projects that meet the description of "Similar Project" as described above. The narrative shall address the salient features for each project and include a client reference contact for each project, including name, title, address, e-mail, phone, and fax numbers.


4. Proof of CURRENT insurance Experience Modification Rating (EMR) of 1.0 or less from the National Council on Compensation Insurance (NCCI) or its calculating State Agency. An offeror that is a Joint Venture shall demonstrate that the CURRENT EMR of each of its constituent members are 1.0 or less. If not eligible for NCCI rating, then the offeror must explain why and present other proof from their insurance company.


Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete a proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only.


In any Joint Venture or teaming arrangement the Lead Contractual firm must qualify as a Small Business in accordance with NAICS code 236220 in order to be considered under this Sources Sought Notice. All respondents are reminded that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern per FAR clause 52.219-14(b)(1) - Limitations on Subcontracting.


Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.


Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 20 November 2014, 2:00 PM Eastern Time.
