FORM OF CONTRACT
The selected consultant will be expected to execute the Redevelopment Agency's standard form of Agreement for Professional Services with Surveyors, Architects, Engineers & Design Professionals (more than $100,000) (see attached). Please pay special attention to the sections on indemnification and insurance requirements. Approval of modifications to the standard language is difficult and time consuming to obtain. The proposal shall clearly indicate any issues that may affect the consultant's ability to execute this standard form of Agreement and provide the required insurance certificates and policy endorsements in a timely manner.
SELECTION CRITERIA
Selection of the preferred consultant will be based on information contained in the proposal with emphasis on the following:
Demonstrated understanding of the services and work products required, proposed approach and personnel to provide said services, and quality and thoroughness of the proposal.
Professional qualification of the firm's personnel designated for this Project. (The Agency is not necessarily interested in the firm's history of successful Projects, but in the background and ability of the people working on our job.)
Demonstrated experience and success of the designated personnel on similar storm drain and street improvement projects for public agencies, hopefully involving the same kinds of issues and constraints as the proposed Project.
References from other public agencies who have hired the consultants personnel team to develop similar storm drain and street improvement projects.
Demonstrated ability and commitment to achieve the scope of work in the required budget and schedule.
The proposal shall indicate the consultants estimated cost of services for the Project. This cost will NOT be used as a criterion for selection of the consultant, but will be used a tool to validate the Redevelopment Agencys anticipated budget for the Project and to determine whether the consultant has a full understanding of the scope of the requested services.
Each proposal will be evaluated and final selection of the desired consultant will be made by Redevelopment Agency staff. The Agency may or may not elect to interview a short list of selected firms. The Agency retains the right and discretion to reject all proposals. The chosen consultant, if any, will be notified of selection and will be invited to execute a contract based on the provided standard form of Agreement. The Agreement will require approval by the Board of Directors of the Redevelopment Agency, which may take up to thirty days. Upon execution of the Agreement by the Agency, a Notice to Proceed and will be issued and a Project kick-off meeting will be scheduled.
