The Virginia Department of Transportation is seeking expressions of interest from consulting
engineering firms who wish to be considered to provide professional engineering services for:
A Bristol District-Wide Engineering Inspection Contract (Contract III) providing construction
engineering inspection services under a Fixed Billable Rate Contract. This contract will be for a 1 year
contract period with optional 2 one-year renewable terms. The proposed one-year contract will have a
maximum compensation not to exceed $5,000,000.00.
This work is to be accomplished utilizing computerized design and drafting systems compatible with
the Department's automated design and drafting systems. The Department's roadway design system is
GEOPAK Civil Design Software and the drafting system is Microstation. The Consultant Engineering
Services will be provided in accordance with the requirements of the Department's policies and
procedures and FHWA's guidelines. This Request for Proposal does not commit the Department to
award a contract, to pay any costs incurred in the preparation of a proposal for this request, or to
procure or contract for services. The Department reserves the right to accept or reject any or all
proposals received as a result of this request, to negotiate with any qualified firm or to modify or
cancel in part or in its entirety the Request for Proposal, if it is in the best interest of the Department to
do so.
SCOPE
Project inspection will require 1 (one) Construction Inspection Coordinator, 3 (three) Construction
Managers, and 33 (thirty three) inspectors during peak construction operations consisting of 12 (twelve)
Construction Inspector Seniors, 15 (fifteen) Construction Inspectors and 6 (six) Construction Inspector
Trainees. Additional requirements include 4 (four) Construction Inspector (Project Records
Management), 2 (two) Construction Inspector (environmental) and 2 (two) Responsible Charge
Engineers.
All personnel shall be knowledgeable of the Department's Construction Program, VDOT's Road and
Bridge Specifications and Standards, Computer Based Construction Management Systems, and Work
Area Protection Manual. Additional engineering functions which may be required include, but are not
limited to, bidability/constructability review, the review of shop drawings, schedule review, and notice
of intent analysis.
The Department reserves the right to assign work from one district and/or region to other districts
and/or regions on a temporary basis, when there is a need for the same services in the second district
and/or region.
