Scope of Damages and Cost Repair/Restoration estimation services requested:
The Construction Cost Estimator must, at a minimum, include the following specific categories in its determination of the cost to repair / restore the State Office Complex to its Pre-Irene condition. It is the State's expectation that the Construction Cost Estimator will identify and include the cost to repair/restore any categories, items, equipment, labor, or materials that have not been specifically identified below but that were directly or indirectly damaged by the flood waters caused by Tropical Storm Irene. It should also be noted that the State intends the Scope of Damage and cost to repair/restore to include the costs of any and all
damage to the State Office Complex caused by the flood waters associated with Tropical Storm Irene.
The Construction Cost Estimator selected by the state shall break out the building reconstruction cost estimates into the following categories:
1. Interior/Exterior (structural system, architectural floor wall and ceiling
finishes, trim, doors, electrical outlets, switches, lighting fixtures, etc).
2. Windows.
3. HVAC Systems & Controls (primary systems out to and including
buildings).
4. Plumbing/Fire Suppression.
5. Electrical (primary distribution system out to and including the
building main electrical rooms, closets and panels).
6. Fire alarm.
7. IT/Data/Tel.
8. Electronics.
9. Kitchen.
Requirements:
The Construction Cost Estimator is responsible for developing the scope and cost estimates for Categories #1 and #2 above. The State will be responsible for developing the costs for categories #3-#9 and will furnish these numbers for the Construction Cost Estimator for incorporation into the Construction Cost Estimator's final report.
The State will walk through each of the three buildings with the Construction Cost Estimator and will assist in describing the pre-flood conditions and finishes. The State will also supply basic floor plans of the ground floors of the three buildings.
Requirement 2: Provide a comparison of the scope and cost estimates as developed by the Construction Cost Estimator selected by the state with the CRC reports for the three selected buildings referenced in Requirement 1 above. As part of Requirement 2, and upon completion of Requirement 1, the CRC reports will be shared and state estimator will develop a comparison of both scope and cost for the three buildings identified.
If the scope of work by CRC is determined to be materially deficient, the state reserves the right to reassess the remaining scope of work under the agreement and adjust the project cost as may be required.
Requirement 3: Development of cost estimates for the remaining buildings based upon the information
contained within the CRC reports. The Construction Cost Estimator will examine the CRC reports for the remaining buildings identified by the state and review the reports for scope, completeness, required labor, and material and labor costs. Of particular note, the Agriculture/Environmental Lab will not be included in this analysis. Prior to beginning the work for Requirement 3, the Construction Cost Estimator shall provide a sample draft report of this type of service for review and approval as to form.
REQUIREMENT 4: The Construction Cost Estimator will summarize the findings and estimates of Requirements #2 & #3 in a 'building by building' Summary Report that compares the Construction Cost Estimator's results against the CRC report results.
Timelines:
--Requirement 1 is due February 21, 2012 & will include the draft scope of damages summary and cost to repair estimate for each of the selected buildings.
--Requirement 2 draft comparison report is due February 28, 2012.
--Requirement 3 draft report on overall cost estimates for remaining buildings is due March 5, 2012.
--Requirement 4--Prepare and submit a Draft Summary Report is due on March 12, 2012.
