Solicitation No. 36C24519B0004: The Department of Veterans Affairs is seeking a construction contractor to furnish all labor, materials, tools, equipment, and supervision to construct a new two-story Outpatient Addition at the North-East corner of Building 500 for a Women s Primary Care Clinic at the basement level and Interventional Radiology at the first level. Two new four stop hydraulic elevators and lobby will also be provided to include stair access to first floor as well as public restrooms and existing road realignment for a 50 set back to the new addition and parking spaces. The goal of this work is to provide a dedicated Women s Primary Care Clinic space in the Medical Center to adequately provide for the needs of the Martinsburg VAMC female Veteran population. The Interventional Radiology suite will serve to enhance the ability of the Medical Center to provide for all Veterans using least invasive techniques. This project is located at the Department of Veterans Affairs Medical Center, 510 Butler Avenue, Martinsburg, WV. Project Number is 613-122. Competition for this procurement is restricted to Service Disabled Veteran Owned Small Businesses (SDVOSB). Only SDVOSB/VOSB Firms currently verified in the VetBiz Vendor Information Pages (VIP) at www.vip.vetbiz.gov. SDVOSB/VOSB Firms that submit bids on SDVOSB/VOSB set-asides that are not verified will be deemed nonresponsive (Invitation for Bid). Estimated construction cost range is $5,000,000.00-$10,000,000.00. The firm must be a general construction firm approved under NAICS: 236220, size standard: $36.5 million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of WV. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov, and https://www.sam.gov to be eligible for award. A Joint Venture Agreement (JV Agreement) must be completed at the time of the bid opening and conform to JV requirements. JV Agreements shall be submitted with the bid. Bids will be accepted from only responsible and responsive contractors. There will be a pre-bid site visit for this project which will be held at the VA Medical Center, V5 Contract Satellite Office, 510 Butler Avenue, Building 306A, Martinsburg, WV. All interested parties are encouraged to attend the site visit. The date of the site visit will be confirmed in the solicitation. Interested parties must obtain a visitor s pass from the Police Security Office in Building 500 before reporting to the conference room in Bldg. 306A. All questions generated from the site visit shall be submitted in writing to the contracting officer to kathryn.leatherman@va.gov. Prospective contractors may acquire solicitation documents, which are only available in .pdf electronic format by registering and downloading plans and specifications from the FedBizOpps website www.fbo.gov. Solicitation documents will be available on or about March 29, 2019. Approximate bid opening date is April 30, 2019. Firm site visit and bid opening dates will be provided on the solicitation once issued. There will be a public bid opening. Bidders are advised that award will be made to the responsive/responsible bidder with the lowest price. The procurement is subject to availability of funds.
