THIS PRESOLICITATION NOTICE OFFICIALLY REPLACES AND CANCELS THE PREVIOUS SOLICITATION# VA246-17-B-1115.. The Durham Veterans Affairs Medical Center located in Durham, NC, requires a contractor experienced in the renovation and construction of medical facilities to furnish all labor, materials, tools, equipment, transportation and qualified supervision necessary to complete the project, Construct New Specialty Care Building 42". The project consists of removing existing Building 16 and replacing it with a new 2-story, steel framed structure, 23,192 sqft facility. Also included is renovating a portion the ENT department in Building 1 on Level 1 to create a connector into the new building.
This is a Presolicitation Notice Only. This opportunity is available only to contractors under public law 109-461 and 38 USC 8127. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a Service-Disabled Veteran-Owned Small Business Set-Aside. The S.D.V.O.S.B. contractor is required to perform a minimum of 15% of the construction work on the project utilizing their own workforce. Additionally, this acquisition will be awarded in accordance with FAR 15.101-2, utilizing the Lowest Price Technically Acceptable process and a best value award is expected to result from the selection of the technically acceptable proposal with the lowest evaluated cost.
Interested contractors should watch for the issuance of the actual solicitation which will have specific instructions and requirements associated with this procurement.
The tentative date for issuing the solicitation is on or about July 6, 2017 with a tentative pre-bid/site visit on July 13, 2017 and with a proposal due date of August 8, 2017. THESE ARE ONLY TENTATIVE DATES. THE SOLICITATION WILL HAVE SPECIFIC DATES, TIMES, AND LOCATIONS FOR THE PRE-PROPOSAL CONFERENCE AND SITE VISIT. The magnitude of construction per VAAR Part 836 is between $5,000,000.00 and $10,000,000.00. The NAICS Code for this procurement is 236220, Commercial and Institutional Construction, with a maximum small business size standard of $36.5 Million.
