THIS PRESOLICITATION NOTICE OFFICIALLY REPLACES AND CANCELS THE PREVIOUS SOLICITATION# VA246-17-B-1187. The Durham Veteran Affairs Medical Center located in Durham, NC, requires a contractor experienced in the construction of medical facilities to furnish all labor, materials, tools, equipment, transportation and qualified supervision necessary to complete the project, Construct New Outpatient Care Building 17". The project consists of removing existing Building 3 and relocating Building 8 along with the construction of New Outpatient Care Building 17. All site work, structural system, utilities, walls, ceilings, finishes, plumbing fixtures, HVAC Distribution, ductwork, electrical/power conduits and devices, and the entire building will be provided in accordance with the drawing and specifications.
This is a Presolicitation Notice Only. Effective February 1, 2010, Title 38 (Veterans Benefits), Sec. 8127 allow procurements to be set-aside for small business concerns and controlled by veterans. This procurement is 100% set-aside for Service-Disabled, Veteran -Owned Small Business (SDVOSB). Bids are solicited only from SDVOSB concerns and bids received from concerns that are not SDVOSB concerns shall be rejected. In order to be considered, the firm must be shown in the Center for Business Enterprise (VetBiz) website as verified at the time of submission of their bid. No award can be made unless the vendor is registered. Additionally, this acquisition will be awarded in accordance with FAR 15.101-2, utilizing the Lowest Price Technically Acceptable process and a best value award is expected to result from the selection of the technically acceptable proposal with the lowest evaluated cost. Interested contractors should watch for the issuance of the actual solicitation which will have specific instructions and requirements associated with this procurement.
The tentative date for issuing the solicitation is on or about July 28, 2017 with a tentative pre-bid/site visit on August 3, 2017 at 2 p.m. The Questions/RFIs cutoff is August 16 at 4p.m. and a proposal due date of August 29, 2017 at 4 p.m.. THESE ARE ONLY TENTATIVE DATES. THE SOLICITATION WILL HAVE SPECIFIC DATES, TIMES, AND LOCATIONS FOR THE PRE-PROPOSAL CONFERENCE AND SITE VISIT. The magnitude of construction per VAAR Part 836 is between $5,000,000.00 and $10,000,000.00. The NAICS Code for this procurement is 236220, Commercial and Institutional Construction, with a maximum small business size standard of $36.5 Million.
