INTRODUCTION:
The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the DESIGN-BID- BUILD Construct Laboratory Addition Minor Construction project at the Sioux Falls VA Medical Center (VAMC).
PROJECT DESCRIPTION:
This project is the construction and commission of a new laboratory in Sioux Falls, SD at the VA Medical Center. The lab is to be located on the roof of building 5 (above the 1984 addition) located between the recent Spec Med addition and the current coffee shop area. This project will temporarily share a contractor staging area. This project has multiple phases for structural work which are critical at the very beginning of the project and will require coordination with the COR for work to be completed in patient care areas.
ADMINISTRATIVE:
The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36.3 Design-Bid-Build Selection Procedures and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $36.5 Million. The solicitation will be issued on or about April 23, 2019. The period of performance is approximately 450 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $10,000,000 and $20,000,000. All questions must be submitted in writing to the issuing office via email to Jason.schultz@va.gov. ***Note that the pre-solicitation notice is usually issued 15 days prior to issuance of the solicitation. In this case, they will both be issued on the same day. However, the solicitation will be out for 60 days.
