This is a SOURCES SOUGHT SYNOPSIS. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. The Tennessee Air National Guard, McGhee Tyson ANG Base, Louisville, TN has been tasked to solicit for and award a project to include but not limited to Construct a 57,400 square foot maintenance hangar/corrosion control facility to include but not limited to maintenance hangar area, general purpose shop area, corrosion control area, and avionics shop area. The project includes but is not limited to the construction of a 28,000 square hangar bay and associated 1-story maintenance shops/administrative area, on a reinforced concrete foundation and concrete floor slab, steel frame, masonry, insulated metal panels, and brick veneer exterior finish, with a sloped metal roof, interior gypsum walls, HVAC systems, communications wiring/infrastructure, restrooms, millwork, utilities, access pavements, fire protection/detection, fire suppression, site work, anti-terrorism force protection measures, erosion control, drainage structures and landscape. Site work includes but not limited to site work including water, electrical, communications, natural gas, sanitary sewer, and storm sewer connections to existing infrastructure. This project requires construction compliance to United States Green Building Council (USGBC) LEED® Silver certification level. Proposed project will be a Firm Fixed Price contract. The type of solicitation issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract. The magnitude of this project is between $10,000,000 and $25,000,000. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 3 April 2018, 2:00 P.M. EST. This notification, which shall not exceed five typewritten pages, must include a (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Sources Sought Information Request Form ( attached to this posting) and (3) A listing of comparable projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
