Construct Hands Free Mooring (HFM) Slots at Snell Lock
The Saint Lawrence Seaway Development Corporation (SLSDC) is soliciting offers to construct three (3) reinforced concrete Hands-Free Mooring (HFM) slots in the north monolith concrete wall at Snell Lock. The work includes demolishing vertical recesses at the three slot locations that will be approximately 74 feet high by 20 feet wide by six (6) feet deep. A new reinforced concrete lining will then be installed for each of the demolished slot areas. The work will also include installing structural steel, pipes, conduits, stainless steel rails and other SLSDC-provided components related to the new reinforced concrete slots, all in preparation for the future installation of the HFM operating equipment. The on-site portion of the project will have an option to be completed during one winter season between the 2017 and 2018 navigation seasons (approximately January 1, 2018 through March 15, 2018) or during two winter seasons including the following year between the 2018 and 2019 navigation seasons (approximately January 1, 2019 through March 15, 2019). The RFP package will be released on or about July 18, 2017 with a response date of August 28, 2017. A site visit will be mandatory for all offerors, and meeting dates are tentatively scheduled for July 25, 2017 and August 2, 2017. The cost range is between $5,000,000 and $10,000,000. Offerors will be required to submit a cost and a technical proposal which shall be evaluated in accordance with the following factors: work plan, qualifications, past performance, and price. Award of a firm, fixed price contract is anticipated no later than September 1, 2017.
