INTRODUCTION:
The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the Construction Only Construct Clean Core Addition to Surgical Suite at the Providence, Rhode Island VA Medical Center (VAMC).
PROJECT DESCRIPTION:
This project consists of constructing a new surgery suite space for a Clean Core within and adjacent to the existing operatories, relocate the Cystoscopy suite and minor surgery, add an elevated Clean Core to access operatories and Cystoscopy with sterile supplies directly from the clean core, locate Sterile Supply Core, Instrument Storage, Clean Core Housekeeping Aids Closet and Charge Nurse Office within the Clean Core renovate existing space to relocate the surgery locker rooms adjacent to the surgery suite for pass through access to the surgery suite. Renovations and construction services will be performed measuring approximately 2,900 GSF of existing space in and adjacent to the existing operating room (OR) suite and 3,900 GSF of new space in an elevated second floor addition in Building One, the main hospital building, at the Providence VA Medical Center. Work shall be accomplished as required by drawings and specifications for Project No. 650-337 Construct Clean Core Addition to Surgical Suite. During the construction of the Clean Core, the contractor shall protect the existing buildings and historical structures from any damage from ongoing construction. The Medical Center must maintain its operation 24 hours a day 7 days a week. The existing OR and post anesthesia care unit (PACU) must remain open and accessible at all times during construction. Normal hours of operation of the OR and PACU are Monday through Friday, 6am to 7pm. It is the contractor s responsibility to develop a work plan and a schedule detailing work procedures, equipment and materials, life safety measures, and the duration of work with milestone subtasks.
ADMINISTRATIVE:
The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the Lowest Price Technically Acceptable (LPTA) procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $39.5 million. The solicitation will be issued on or about October 16, 2019. The period of performance is approximately 490 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $5,000,000 to $10,000,000. All questions must be submitted in writing to the issuing office via email to gregory.parkerjr@va.gov.
