SOURCES SOUGHT NOTICE - THIS IS NOT A SOLICITATION. Responses to this notice are NOT considered offers and cannot be accepted by the Government to form a binding contract. This notice is for planning purposes only. The Connecticut National Guard will not be responsible for any costs incurred by interested parties responding to this notice. The intent of this notice is to identify qualified Small Business (SB) concerns capable of performing the requirements described below. The North American Industry Classification System (NAICS) code is 236220 and the Small Business Administration (SBA) size standard is $36.5 million.
The project will consist of constructing an aircraft deice pad for C-130 aircraft by utilizing conventional design and construction methods to accommodate the mission of the facility. Work shall include site grading, site utilities, site paving, and a glycol collection facility to include trench drains and transmission piping. Electrical work includes actuator & motor controls for glycol collection, electrical supply, taxiway guidance signage, in-pavement & elevated taxiway edge lighting system and related ancillary electrical improvements. Other improvements associated with this project include deice ramp painting and related site restoration. The facility should be compatible with applicable DoD, Air Force, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria.
The magnitude of this project is between $1,000,000 and $5,000,000. Your attention is directed to FAR Clause 52.219-14(c)(3) which states: The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.
All interested parties responding to this sources sought request shall, at a minimum, submit the information requested in the attached document titled: Source Sought Information Request Form.
This submission must include:
(1) Positive statement of intent to bid as a prime contractor, and
(2) A completed and signed Source Sought Information Request Form and
(3) A listing of projects completed during the past three (3) years, may be from both Government and/or private industry projects. The list must include the type of project, dollar value, contract number, location, and point of contact. Indicate if you were prime or subcontractor. If subcontractor, provide the name and point of contact for the prime contractor.
(4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract.
(5) A letter from your surety with your maximum bonding capacity per project.

THIS SOURCES SOUGHT SYNOPSIS IS NOT A SOLICITATION. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of a solicitation. Interested small businesses should indicate interest by submitting the required information via e-mail, as early as possible, but no later than 4:00 PM Eastern Time April 26, 2019.
