Consolidated Rate Study
The American Samoa Power Authority (ASPA) issues a request for proposals to
evaluate, negotiate, and contract with a professional consulting firm to conduct a cost of
services study and provide associated recommendations for user rates in electric, water,
wastewater and solid waste services provided by ASPA to its customers.
