This is a Sources Sought Synopsis; there is no solicitation available.  Requests for a solicitation will not receive a response. This Sources Sought Synopsis is published for market research purposes. This market research will be used to help determine if this may be a competitive acquisition, or if a set-aside for any small business program is appropriate (Small Business, 8(a), HUBZone, Service-Disabled Veteran Owned (SDVO), Economically Disadvantaged Women Owned (EDWO) small businesses).  Please review this announcement, including all attachments, in their entirety.   Information provided in response to this announcement by any means whatsoever and in any form whatsoever shall be at the expense of the provider.  The Government will not compensate any person, company or other entity that submits any information in response to this announcement. 

 

This announcement is part of continuous market research to assess whether there are businesses capable of providing electrical generation, transmission, and distribution to Wright-Patterson Air Force Base (WPAFB), Ohio AS A CONSOLIDATED PRODUCT.  Under this approach, a single source would provide generation, distribution, and transmission of electricity to WPAFB under one contract.

 

This announcement allows businesses in the industry and other interested parties to provide feedback, which will help improve WPAFB's understanding of the industry and its ability to satisfy this requirement.  WPAFB is particularly interested in the availability and potential size of discounts and savings that may result from the acquisition of electrical generation, transmission, and distribution AS A CONSOLIDATED PRODUCT.

 

Currently, the peak demand at WPAFB is 78.9 MW (mega-Watts as of 24 Aug 16 with a consumption of 43,813,594 kWh (kilo-Watt-hours from 31 Jul - 31 Aug). WPAFB anticipates a load increase over the next year to 84.0 MW of demand and 44,850,000 kWh of consumption. Attached to this announcement are the technical requirements for WPAFB. Careful compliance with these requirements is required.

CAPABILITIES STATEMENTS: Prospective sources must be certified by the Public Utilities Commission of Ohio (PUCO) and show proof of that certification and must demonstrate their capability to provide the required consolidated product. Capabilities statements shall include projections of discounts on current and future loads and sufficient information to determine if the firm can meet the minimum technical requirements.  Responses shall include company name, physical and mailing address, and point of contact with his/her phone number. Prospective sources must also indicate their business size status (e.g. large, small, small disadvantaged, 8(a), women-owned, economically-disadvantaged women-owned, HUBZone, veteran-owned, service-disabled veteran-owned small business) in relation to North American Industry Classification System (NAICS) code 221118.  Prospective Sources should also include their corresponding Dun & Bradstreet Number (DUNS Number) and Commercial and Government Entity (CAGE) Codes.  CAGE codes can be obtained by successfully registering in the System for Award Management (SAM) at www.sam.gov.


CAPABILITIES STATEMENT: Interested parties shall submit a capabilities package, with a cover letter, that is brief and concise, yet clearly demonstrates ability to meet the stated requirements with sufficiently qualified personnel.  The capabilities package should clearly present evidence that the interested party is fully capable of providing the required electric generation services and as such may contain any information that the interested party feels is relevant.  The following issues should be also addressed in the capabilities package: 


 

•1.      Provide a description as to your capability and capacity to perform and manage the  work;

 

•2.      Address briefly how your company will perform this work;

•a.       Clearly describe your background and experience, within the past ten years, in providing labor, tools, material, equipment, and incidentals to supply and deliver firm electrical power to the point of service;

 

•b.      Identify the proposed sources of supply for base load generation;

 

•c.       Describe whether electricity would be provided from a generation owned by the offeror, obtained under long-term contracts, and/or obtained under short-term contracts/spot market purchases;


 

•d.      Indicate whether the sources of supply are located within the service control area, or an adjacent control area;


 

•e.       Describe how electricity would be transmitted from the sources of supply identified above to Wright-Patterson Air Force Base, Ohio.


 


TECHNICAL REQUIREMENTS: The contractor shall furnish all labor, tools, material, equipment, and incidentals to supply and delivery firm electric power.  The delivery point for such power shall be that point on the electrical system at which the Dayton Power and Light Company takes possession of the electricity for final delivery of the electricity to the meter(s) of the specific facilities on Wright-Patterson Air Force Base in Ohio.  Contractor will provide deregulated electric generation service to accommodate an estimated annual volume of 448,500,000 kWh (calendar year) of firm electrical generation to the point of delivery to the supplying electrical grid. Wright-Patterson anticipates an average annual increase in electrical consumption of 1 to 1.5 percent.  The contractor will be responsible for providing and coordinating all services required to deliver firm electrical generation services to the designated point of service.  Electrical generation service shall be available and commence on 1 January 2018.  The resulting contract will be based on fixed price prescribed in the PUCO Documents and Rules and shall have a performance period of one year to three years. 

 


EVIDENCE OF RESPONSIBILITY: An offeror must possess, at a minimum, twelve consecutive months of experience (within the past two years) providing firm generation of electricity to wholesale or retail customers.  Respondent shall provide evidence that it is authorized to conduct business by each state's regulatory body having jurisdiction over the state's electric industry prior to award of any contract for solicited requirements.  The offeror must demonstrate the ability to obtain transmission service agreements in the company's name.
