501 E. Polk Street, Suite 805 Tampa, Florida 33602 is issuing a SOLICITATION NOTICE for a Request for Proposal (RFP), firm fixed price construction contract to perform the work listed below in the project summary, to be included with the project Statement of Work (SOW). This acquisition is 100% set aside for small business concerns under NAICS 238220 (Size Standard $15 Million). Specific socio-economic category set-aside requirements may be included upon solicitation issuance projected on/about 20 February 2019 (extended to 25 March 2019). The magnitude of the procurement is estimated to be between $250,000 - $500,000. A previous sources sought notice was issued under reference # PREQ4PPB190002, which is replaced with solicitation # 47PE0719R0012.
Previous respondents are not required to submit additional information. Prospective offerors may submit information regarding socio-economic status and capability statements. Past performance specific to HVAC mechanical piping projects is welcomed and may be utilized to determine set-aside decisions.
Project Summary: Provide all necessary repairs, replacement, or modification of the mechanical building system components to repair damage caused by Hurricane Irma and restore operating conditions and performance at the existing 7 story Ft. Myers U.S. Courthouse in Ft. Myers, Florida. Incidental repairs shall include any work associated with the mechanical penthouse. Current condition of condenser water piping is in failing condition and requires an accelerated delivery. Replace Condenser Piping. Replace all pipes between chillers and the cooling tower, including insulation and associated appurtenances. Provide all necessary anchors, fasteners and structure, to install mechanical system as required by code and good practice for maintenance needs. Report on condition and operation of the rainwater cistern system (tentative requirement that may be removed upon solicitation issuance). Design shall consider alternative materials for condenser piping as permitted by local code and good practice for the specific region of Florida. Mechanical System: Removed requirement [Replace damaged A/C unit in penthouse wall with an appropriately sized, code-compliant unit. The existing equipment is approximately 3-tons.] See updated SOW attached to solicitation. All work under this contract will be performed within the confines of the Federal Courthouse. The bid guarantee in the amount shall be at least 20% of the bid price. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement to be determined (TBD). Details of the site visit will be available in the solicitation.
Tentative solicitation issuance date is 20 February 2019 (extended to 25 March 2019). Construction performance period for completion is 120 days after notice to proceed, in addition to any design requirements to be included with the Statement of Work (SOW). The technical exhibits will be available for inspection via attachment to subject solicitation. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be registered and current within the System for Award Management (SAM) at https://www.sam.gov to receive a government contract award.
