Concurrent Validity Study for the Delaware Early Learner Survey

Through this Request for Proposals, the Office of Early Learning is seeking proposals to conduct a
concurrent validity study of the DE-ELS. The successful evaluator will undertake these core
responsibilities.
1. Create and implement a rigorous concurrent validity study design
2. Include with the concurrent validity study design multiple assessment measures with
demonstrated reliability and validity.
3. Using the information collected from the study, provide recommendations to the Office of
Early Learning about changes to implementation structure and process.
4. Work in partnership with the Office of Early Learning.
