1. Introduction/Purpose: The Federal Aviation Administration (FAA) William J. Hughes Technical Center has a requirement for support of the Concepts and Systems Integration (CSI) Branch for the Next Gen Integration and Evaluation Capability (NIEC). NIEC support is provided throughout the FAA as needed, primarily at the William J. Hughes Technical Center (WJHTC) laboratories. The CSI Branch provides laboratory maintenance, system problem determination and resolution, and system upgrades to the NIEC configuration. The NIEC is an ISO 9001: 2015 with design certified laboratory.
The WJHTC is conducting this market survey to improve its understanding of the current marketplace and to identify capable sources who can support this requirement on a time & materials (T&M) type basis.
The period of performance is anticipated to be five (5) years (a one (1) year base period and four one (1) year options) from the date of contract award.
2. Incumbent Contractor: These services are currently being performed under the SE 2020 portfolio of contracts by General Dynamics One Source LLC of Fairfax, VA.
3. Nature of Competition. The acquisition strategy for the procurement has not been finalized. The final determination for the level of competition will be based on the results of this market survey.
4. Standard Language:
(a) This is not a Screening Information Request or Request for Proposals of any kind.
(b) The FAA is not seeking or accepting unsolicited proposals
(c) The FAA will not pay for any information received or costs incurred in preparing a response to the market survey.
(d) Any costs associated with the market survey submittals are solely at the interested vendorbs expense.
5. North American Industry Classification (NAICS) Code: The proposed NAICS Code for this requirement is 541330 b Engineering Services with an applicable size standard of 4.5 million. The FAA will determine the size of an interested company responding this market survey by referring to the System for Award Management (SAM). 6. Submittal Requirements for Market Survey: Interested companies are required to submit a summary of their capabilities in meeting the FAAbs requirement as described in the attached Draft SOW. This summary should not exceed five (5) pages in length. Please include the following: technical approach, corporate experience in performing same or similar work within the last five years, business size and any other information in finalizing its acquisition strategy.
7. Delivery of Submittals: Interested companies must submit their response to this market survey electronically to cynthia.hische@faa.gov no later than 2 PM (DST) on April 3, 2019. Any questions regarding this market survey must be submitted via email to cynthia.hische@faa.gov. No telephonic inquiries will be answered.
8. Other: Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team. The FAA anticipates releasing the solicitation in June 2019.
