100% SDVOSB SET ASIDE
The National Cemetery Administration is soliciting quotes under Solicitation No. 36C78619Q0383 for Computer Assisted Drafting to provide up to 40 revised and updated single-line, orthographic drawings. It is estimated that revisions and updates will require an average of 6.5 hours of drafting time per drawing and 1.5 hours of coordinating review per drawing. The drawings shall depict types of headstones and markers as supplied by the National Cemetery Administration.
The acquisition is 100% Set-Aside for Service Disabled Veteran Owned Small Businesses.
The NAICS Code is 541340, Drafting Services.
The resulting award will be a Firm-Fixed-Price contract with a base period of One (1) year and four (4), One (1) year options.
Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov.
Offers received from concerns that are not a Service-Disabled Veteran-Owned Small Business (SDVOSB) concern shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for quote, (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside).
Electronic solicitations will be available for download from Federal Business Opportunities (FedBizOpps) at http://www.FedBizOpps.gov on or before August 1, 2019. No paper copies will be issued. Offerors are advised that they are also responsible for obtaining and signing/dating ALL Amendments to the solicitation which will be available at FedBizOpps. (Solicitation posting, to FBO, date is subject to change as necessary and an Amendment to this Pre-solicitation will be posted if the date changes). Quotes are due at 2:00 P.M. EST on August 15, 2019.
Evaluation criteria for this award will be Lowest Price Technically Acceptable (LPTA). Vendors must have a minimum of 1 year drafting experience, preferably with focused experience preparing single-line technical drawings in orthographic views with AutoCAD. Training experience shall be at least to the intermediate level for AutoCAD and Adobe Acrobat.
All quotes must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website in order to be considered for award. https://www.vendorportal.ecms.va.gov

Submission of quotes through E-mail will NOT be accepted. Quote transmission/uploads shall be completed by the date/time specified in the SOLICITATION. Late or incomplete proposals will not be considered.
