THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.

This synopsis/solicitation 1305M219Q00664 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2019-02.

The National Oceanic Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA Diving Program, has a requirement for testing compressed air from all active compressors semi-annually. The contractor shall provide all the necessary labor, material, equipment, facilities and services to provide an analysis of the compressed breathing air from the compressors that are used by various NOAA Diving Units and ships.

The Government will award a Firm Fixed Price Contract based on the lowest price technically acceptable (LPTA) offer.


This RFQ is being issued as a Total Small Business Set-Aside. The associated NAICS code is 541380, Testing Laboratories, with a business size standard of $15M.


Please see Statement of Work/Requirement/Schedule for details. Additionally, each offeror must provide the following information with the quote:


1. The Request for Quote (RFQ) number;
2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;
3. Provide a technical proposal in sufficient detail to evaluate compliance with and address the ability of meeting the requirements per the Statement of Work/Schedule/Requirement. This may include literature, or other documents if necessary. The Technical proposal MUST include:
1.) Certifications, credentials and documentation to verify your company's compliance with the requirements of the Statement of Work.
2.) Past performance history showing contracts performed for this type of service for the Federal Government or civilian agencies in the last 3 years. Include organization, POC (name, phone or email address).
3.) Provide two references for similar services. Include organization, POC (name, phone or email address).
4. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
5. A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b)for those representations and certifications that the offeror shall complete electronically);FAR 52.212-3 starts on page 13 of this solicitation.
6. Acknowledgment of Solicitation Amendments (SF-30), if any.


Per FAR 52.222-49 - This Contract is subject to the Service Contract Labor Standards, and the place of performance is unknown when the solicitation was issued. Awarded contractor must comply with the Department of Labor, Wage Determinations for the area in which contract is performed. Laboratory Technician has been determined to be the Occupational Code Title with a $15.68 wage rate in the Seattle, WA area. Wage determination for the area of contract award will be attached at the time of award.


All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by11:00 A.M. Eastern on May 29, 2019; any award resulting from this RFQ will be made based on the lowest price technically acceptable officer. All questions must be submitted in writing to Wendy.Culbreth@noaa.gov by 4:00 P.M. Eastern on May 22, 2019. Telephonic requests will not be honored. The anticipated award date is on or about June 15, 2019. All interested parties wishing to submit a quote must be registered in the SAM database prior to submission of an offer to be considered for award.
