The School Nutrition Program in Tennessee manages multiple school nutrition programs across our
states public, private, and charter schools, as well as Residential and Child Care Institutions (RCCIs) and
other qualifying institutions such as camps. The programs/applications being presently operated and
maintained are National School Lunch Program, School Breakfast Program, Afterschool Snack Program,
Seamless Summer Program, Milk Program, Fresh Fruits and Vegetables Program (FFVP), various
grants, and State Matching Program.
The existing software program was one of the first in the nation and is now currently out of date. Since its
inception we have added the following: private schools, charter schools, camps, RCCIs, Afterschool
Snack Program, Seamless Summer Program, Special Milk Program, FFVP and other needed reports.
The functionality of this program is outdated and is non-compliant with federal and state requirements in
both business and technical perspectives. From a business perspective, the current system is not a
comprehensive system. The current system lacks integration with the States other systems.

The system currently integrates with two sections within the State: the School Nutrition Program and the
Resource and Support Services Office for counting and claiming and reporting. The School Nutrition
Program works within the strategic plan to promote the school nutrition program to ensure that children
have healthy meals which in turn are proven to help their academic progress. The School Nutrition staff
is also responsible for consulting, monitoring, auditing, training, and administering all of the abovementioned
United States Department of Agriculture (USDA) programs within compliance of state and
federal regulations. It is imperative that determinations and verification of eligibility and participation are
appropriately administered. A new system is needed that is Internet based, is written in SQL, allows
school systems and RCCIs to apply yearly for participation in the School Nutrition Program, to file claims
for reimbursement, to be reimbursed based on claims, to download certification data and eligibility for
program compliance, and to generate specific reports as required by USDA.
