THIS IS A SOURCES SOUGHT ANNOUNCEMENT to conduct market research for determinations required by various Federal Acquisition Regulations. THIS IS NOT AN ORDER, SOLICITATION OR REQUEST FOR PROPOSAL. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this announcement. The National Park Service will not be responsible for any costs incurred by interested parties in responding to this announcement. The determination for this acquisition lies solely with the Government based on this market research and the information available to the Government from other sources.
The National Park Service, Arizona Major Acquisition Buying Office (AZ MABO), is currently conducting market research for composting toilets identical to those currently in use in the park. Currently the Grand Canyon uses the Phoenix composting toilet manufactured by Advanced Composting Systems (ACS). The ACS composting toilet allows for consistency throughout the park and allow maintenance staff to utilize common maintenance equipment and procedures to service the units.

This type of facility is a specialized product that must be suitable for remote areas and harsh climates, allowing variable amounts of usage throughout the year, while requiring minimal maintenance. Units currently in place meet the mitigation requirements specified in the park's backcountry management strategies.

The applicable North American Industry Classification System (NAICS) code is 221320 Sewage Treatment Facilities and the size standard is $20.5M.

For the purposes of this Sources Sought announcement, the NPS is requesting that interested businesses furnish the following information: (1) Company name, address, point of contact, telephone number, and email address, (2) Business type classification: 8a, HUB Zone, SBD, SDVOSB, large / small business etc., (3) Provide a general statement of your ability to provide the product. Responses are limited to 10 pages.

This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response, clearly showing its ability to do so without causing programmatic hardship. All responsible sources may submit a response, which shall be considered by the agency. Information received will be considered only for the purpose of determine whether to conduct a competitive procurement.
