The Federal Bureau of Prisons, Community Treatment Services (CTS) Contracting Office; Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient Substance Abuse and Mental Health Services in the San Antonio, TX area. The location where services are to be provided will need to be within the perimeter of Loop I-410 to utilize the San Antonio public transportation. Performance periods under this contract will be for a one-year base period to begin on November 01, 2017 with four (4) one-year option renewal periods with service ending (if all options are renewed) on October 31, 2022. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. The following services are required and may be sub-contracted to another licensed contractor.

Base Year: 11/01/2017-10/31/2018         
Estimated Number of Substance Abuse Inmates = 50
Substance Abuse Treatment Services:
Substance Use Intake (one per authorized inmate) for 50 inmates = 50 assessments
Substance Use Assessment and Report (one per authorized inmate) for 50 inmates = 50 assessments
Individual Counseling (30 minutes = 1 unit) 48 units (per inmate) x 50 inmates = 2,400 units
Group Counseling (30 minutes = 1 unit) 72 units (per inmate) x 50 inmates = 3,600 units
Family Counseling (30 minutes = 1 unit) 12 units (per inmate) x 20 inmates = 240 units

The services shall be in accordance with the Federal Bureau of Prisons (Bureau) Community Treatment Services (CTS) Statement of Work, April 2017. The request for quote will be available on or about July 10, 2017 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the request for quote will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about September 26, 2017.
Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement is unrestricted. The Bureau anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a quote which will be considered by this agency.
